| Overview : The United Nations Development Assistance Plan (UNDAP) provides the overarching framework for the work of the United Nations in Rwanda and covers the period of July 2013 to June 2018. The UNDAP is in line with the national priorities under the Economic Development Poverty Reduction Strategy 2 (EDPRS 2), the Millennium Declaration and the Framework of the Millennium Development Goals (MDGs), and the Standard Operating Procedures (SOPs) for countries adopting the Delivering as One approach. The estimated budget at the time of formulating the UNDAP was $411 million. There are 21 UN agencies ( resident and non-resident) working in partnership with over 40 Ministers, Departments and Agencies, Development Partners, and Civil society Organizations in the implementation of the UNDAP. Consistent with UNDG UNDAF guidelines, the UNCT is required to undertake a UNDAP evaluation during penultimate year of the UNDAP, (2017), that will assess the relevance, effectiveness, efficiency and sustainability of the UN’s programme in Rwanda by reviewing the contributions made under the UNDAP towards addressing national priorities and achieving results in line with UN principles and the global development agenda. The rationale for the evaluation is to improve accountability for results and provide learning in terms of what has worked, what has not and why. This is crucial given their broad-based scope and the large resources involved in UNDAP. The evaluation will provide important information for strengthening programming and results at the country level, specifically informing the planning and decision-making for the next UNDAP programme cycle and for improving United Nations (UN) coordination at the country level. Through evaluation, the UNCT, host government and other UNDAP stakeholders will learn from the process of documenting good practices which can then be used for the benefit of other countries as well. The evaluation will be evidence base and recommendations can also be used for resource leveraging and partnerships. The primary users of the evaluation report are the decision-makers within the UNCT, including non-resident UN agencies, key government counterparts, civil society and respective executive boards. In addition, bilateral and multilateral donors in programme countries, and the broader development partners are also seen as important audience of the evaluation. The evaluation will assess the extent to which the UN has delivered as one in implementing the UNDAP focusing on what has been achieved and not achieved and lessons learnt for the formulation of next UN programme cycle the mechanisms put in place to facilitate coordination and harmonization among UN agencies. It will build upon the findings of the MTR completed in September 2016, in terms addressing the gaps on the MTR findings, in particular using primary / field data to back up key findings and recommendations on programme results and achievements[. Another aspect where the MTR will provide critical analysis and findings is on the effectiveness and efficiencies regarding the design, and operationalisation of the Joint Programmes. In addition, some agencies as well as specific joint programs conducted their MTR to inform the implementation during the second half of the UNDAP program cycle which could also serve as reference to this UNDAP evaluation. Also, the extent to which, the UNDAP implementation successfully included mainstreaming of the Gender, and Human Rights Based Approach will critically be explored. Finally, the evaluation will take account of existing agency reviews and evaluation since 2013. The UNDAP focuses on three core results areas through which the UN is contributing to the national development agenda: - Inclusive Economic Transformation;
- Accountable Governance;
- And Human Development/Foundational Issues (which includes Humanitarian Response and Disaster Management as a sub-area).
These three focus areas respond directly to the key priorities articulated in EDPRS 2: Rapid Economic Growth; Youth Productivity and Employment; Rural Development; and Accountable Governance. Importantly, as an innovation to Delivering as One globally, the UNDAP contains as an integral component the Rwanda One UN Business Operations Strategy (BoS) for the acceleration and consolidation of the UN Operating as One. The UNDAP uses the results-based management approach (RBM) and each UNDAP results area includes a set of key Programmes Outcomes and related outputs. The Result Framework matrix and the Monitoring & Evaluation plan elaborate concrete and measurable products to be delivered by the UN system in the context of Delivering as One and the contribution of specific UN Agencies. In terms of monitoring the implementation of UNDAP, three annual reports for 2013, 2014 and 2015-2016 were produced. The UNCT has also conducted a Mid-Term Review (MTR) which marked the mid - point between the start of the UNDAP and was approved by the One UN Joint Steering Committee meeting held on 27th September 2016.
