As part of Component 2 B, MOMA and MOI, through the PMU, the objective and scope of work is to i) Review the current state of preparedness of Jordanian communities, municipalities, governorates and key stakeholders to respond, manage and mitigate various types of emergencies, hazards and crises, including those related to conflicts and conflict spill-overs ii) To develop Local Emergency and Risk Management Plans whose objective is to address and mitigate the impact such emergencies, hazards and disasters, focusing especially on building resilience at the community, municipal and governorate levels. Iii) Propose the implementation arrangements for the implementation of the Local Emergency and Risk Management Plans. The proposed assignment will also entail the development of a secure digital platform to support GOJ ministries (MOMA, MOI, MOPIC) in ensuring the highest quality of information management along with timely oversight and decision making, which are essential for strengthening the resilience of institutions and communities alike against external crisis and shocks. A secure platform will also contribute substantially to streamlining and harmonizing the work carried out by all stakeholders and ultimately boosting coordination and accountability amongst national and international entities and institutions, CSOs and NGOS operating in a highly complex, demanding and fast changing environment. UN-Habitat (as the lead) ,will be -jointly- implementing this project through joint venturing with the Jordanian Humanitarian Resilience Society with their various expertises to carry out the requested tasks. UN-Habitat and JHRS will identify potential hazards, preparedness and the current strengths and weaknesses related to institutional, functional, spatial and physical aspects of resilience. UN-Habitat’s approach to resilience emphasizes strengthening “the capacity of any system to absorb and recover quickly from any plausible hazard”. Using its City Resilience Profiling tool, UN-Habitat will link an analysis of hazards to prioritized investments in infrastructure, services, institutions and preparedness procedures at all relevant administrative levels, UN-Habitat will be responsible, among others, for - Mapping of all plausible hazards and risks , mainly ( Spatial, physical, ) using different tools .
- Setting up mechanisms, processes, legal and legislative instruments which are capable of mainstreaming Disaster Risk Reduction considerations into the urban development process.
- Deployment of the digital platform with info graphic dashboard, highlighting decisions and suggested policies and actions to facilitate monitoring urban functionality and early warning , highlighting progress and challenges in key sectors, as well as local 4W maps of actors and initiatives (Who is doing What Where When).
- Updating Governorate level Urban Risk Dashboard systems,
Whereas , JHRS will work with the most vulnerable and affected people by disasters and crisis and build their capacity for reducing its impact. Building culture of preparedness and minimizing disasters' impact in vulnerable areas through: education, research and exercises, targeting households, public institutions, and all public places. JHRS will contribute in improving the quality of assistance to people affected by disaster and improve the accountability of states and humanitarian agencies to their constituents, donors and the affected populations. JHRS will be responsible, among others, for: - Mapping of all plausible hazards and risks; mainly (operational, financial, organizational).
- Management of emergencies concerning all hazards, including all activities and risk management measures related to prevention and mitigation, preparedness, response and recovery.
- Training participants to carry out their assigned tasks proficiently, as well as testing the proposed counter-measures to assess their effectiveness.
