As part of Component 2 B, MOMA and MOI, through the PMU, tendered UN-Habitat, to support MoI’s review of Emergency Preparedness and Risk Management systems at the national, Governorate, municipal and community levels, building on all assessments and studies already done at national and Governorates levels. UN-Habitat and JHRS will identify potential hazards, preparedness and the current strengths and weaknesses related to institutional, functional, spatial and physical aspects of resilience.

UN-Habitat’s approach to resilience emphasizes strengthening “the capacity of any system to absorb and recover quickly from any plausible hazard”.  Using its City Resilience Profiling tool, UN-Habitat will link an analysis of hazards to prioritized investments in infrastructure, services, institutions and preparedness procedures at all relevant administrative levels.

 As per the Project TOR, the overall project will:

i) review the current state of preparedness of Jordanian communities, municipalities, governorates and key stakeholders to respond, manage and mitigate various types of emergencies, hazards and crises, including those related to conflicts and conflict spill-overs and ii) to develop  Local Emergency and Risk Management Plans whose objective is to address and mitigate the impact such emergencies, hazards and disasters, focusing especially on building resilience at the community, municipal and governorate levels, Iii) Propose the implementation arrangements for the implementation of the  Local Emergency and Risk Management Plans .

The proposed assignment will also entail the design and recommendation structure for the development of a secure digital platform to support GOJ ministries (MOMA, MOI, MOPIC) in ensuring the highest quality of information management along with timely oversight and decision making, which are essential for strengthening the resilience of institutions and communities alike against external crisis and shocks. A secure platform will also contribute substantially to streamlining and harmonizing the work carried out by all stakeholders and ultimately boosting coordination and accountability amongst national and international entities and institutions, CSOs and NGOS operating in a highly complex, demanding and fast changing environment.
