Overview:

The United Nations Development Programme (UNDP) hereby invites you to submit a Proposal to this Request for Proposal (RFP) for Advisory Services in relation to Digital Financial Services including:  Policy, Digital Finance & Digital Finance +, Data Analytics and Human Centric and Behavioural Design.

The United Nations Capital Development Fund (UNCDF) is the UN’s capital investment agency for the world’s 49 least developed countries. It creates new opportunities for poor people and their communities by increasing access to microfinance and investment capital. UNCDF focuses on Africa and the poorest countries of Asia and the Pacific, with a special commitment to countries emerging from conflict or crisis. It provides seed capital – grants and loans – and technical support to help financial service providers reach more poor households and small businesses, and local governments finance the capital investments that will improve poor peoples’ lives.  Financial inclusion means universal access, at a reasonable cost, to a wide range of financial services, provided by a variety of sound and sustainable institutions.  The range of financial services includes savings, short and long-term credit, leasing and factoring, mortgages, insurance, pensions, payments, local money transfers and international remittances. 

The objective of these terms of reference is to find high quality firms capable of providing direct technical assistance to national governments and UNCDF’s commercial and non-profit partners and UNCDF itself to build a more robust digital finance ecosystem that adequately serves households as well as business that are providing needed services to these households. 

This solicitation is for a non -exclusive long-term agreement (LTA) for one year and renewable up to three years based on the projects needs, funds performance. “LTA” refers to a mutual arrangement whereby the consultant firms will provide services as required, over a specific period of time. An LTA specifies the unit price, allowing for a framework agreement to be used when the firms’ services are needed. This Request for Proposal has been divided in 3 lots based on the current needs:

  • Lot 001. Legal, Regulatory and Policy Advice.  UNCDF is seeking maximum 4 contractors per lot, the estimated volume expected for these projects is 1.8 million USD for 3 years.
  • Lot 002. Digital Finance & Digital Finance +. Up to four proposers. UNCDF is seeking maximum 4 contractors per lot, the estimated volume expected for these projects is 9 million USD for 3 years.
  • Lot 003. Human Centered and Behavioral Design Up to three proposers. UNCDF is seeking maximum 4 contractors per lot, the estimated volume expected for these projects is 3.3 million USD for 3 years.

A pre-proposal meeting will be held through a teleconference on 07 March 2017 instructions will be posted in the procurement website and an email will be sent to all firms having sent an acknowledgment e-mail as requested in Section 1.
