OCHA has been actively engaged in consultations with the key national counterparts in disaster risk management (DRM); mainly, the Jordan Civil Defence (JCD), the National Centre for Security and Crisis Management (NCSCM), and the Ministry of Interior. OCHA efforts fall within the framework of the Comprehensive Risk Assessment (CRA) project for Jordan; this project came as a result of professional dialogue meetings held under the regional tripartite preparedness initiative between Jordan, Israel and Palestine (JIP).

OCHA Jordan has managed to establish and maintain excellent partnerships and relations with the key national Disaster Risk Management (DRM) counterparts in Jordan through which national consensus on unifying and strengthening the DRM governance structure has been reached. This is an achievement which OCHA is extremely proud of, especially given the fact that the CRA project remains unfunded to-date. 

As a result of joint efforts exerted in the past two years, OCHA has managed to take concrete steps to enhance DRM governance and prepare for the comprehensive risk assessment in Jordan. In close cooperation with the JCD, NCSCM, UNDP and UNISDR, the following has been achieved:

• The foundation for the establishment of a National DRR Platform encompassing relevant national stakeholders has been laid with support from the international community. Two consultative meetings were organized in 2016 to raise awareness of and reach consensus among all stakeholders on the importance of the CRA project. In December 2016, the Prime Minister of Jordan issued an official directive, instructing the NCSCM to form and establish the National DRR Platform under its stewardship. 

• It was agreed at the national level to use the OCHA INfoRM index to undertake hazard mapping in Jordan as a first step towards undertaking the comprehensive risk assessment. A workshop on hazard mapping using INfoRM was organized on 22 and 23 November 2016 in Amman, where potential members of the National DRR Platform participated. The workshop was co-facilitated and co-sponsored by OCHA and UNDP. At the workshop, it was agreed that the INfoRM model will look at four priority natural hazards (Flash floods, drought, earthquakes and landslides), with the expectation to potentially include other natural and man-made hazards at a later stage. Next steps would be to gather the data that can be used in order to undertake the modeling over the next few months. 

All efforts exerted so far have resulted from the commitment and active engagement of all key partners in this process (JCD, NCSCM, OCHA, UNDP and UNISDR) who have been providing in-kind contributions to lay solid foundations for enhancing DRM governance and implementing the comprehensive risk assessment, once funding is secured.
