Dear Bidders,

 

Below questions have been asked by a prospective bidder. Following you may find the response:

 

INFORMATION REQUEST

  1. Geographical details of the study area (stretch of River, Catchment area, Command area, flood path extents, Number of Cities affected)
  2. List of the dangerous (posing direct threat) facilities operating in the study area (as defined & previously assessed);
  3. Topography of the study area;
  4. Historical data on water flow, floods and inundation information;
  5. Origin of Tigris, water quality at source, upstream & downstream of the cities;
  6. Water fetching (draw points) for domestic preparation upstream of each city and the relevant discharge points;
  7. Agricultural Practices in the Tigris basin

Response: UNDP Iraq recognizes that these are contextual information which may have relevance to preparation of the proposal. However, UNDP Iraq is not the repository of such information, many of which may be easily acquired from secondary sources. It is expected that the proponent explores all the means to acquire these information/documents in order to prepare a technically sound proposal.

SCOPE CLARIFICATIONS ON TIGRIS FLOOD PATH RA OF TOXIC & CHEMICAL POLLUTION

  1. Can you please confirm if the following are to be considered as the specific required SOW elements for our company?
    1. Development of sound methodology/approach to address the project requirement.
    2. Assessment of pathway for Toxic & chemical substances to the Tigris flood valley;
    3. Coordination with concerned officials for collection & review of available information on Toxic/chemical & other environmental pollution;
    4. Field Visits, ground verifications & Impact Assessments;
    5. Environmental Risk Assessments (associated with flooding incidents from the facilities),
    6. Development of solutions (recommendations & guidelines to be incorporated in preparedness & response plans)
    7. Preparation of an assessment report on the toxic & chemical pollution along the Tigris flood path;
    8. Data presentation workshop.
  2. Confirm if the following are excluded from HE SOW:
    1. Systematic review of UXO information and risks associated with these;
    2. Preparation of UXO report;
    3. Identification & mapping of facilities etc. that house hazardous materials;
    4. Development of systematic database for the critical infrastructure (hands on approach & guidance for contingency plans for at least 10 infrastructures)
    5. GIS based analysis & mapping for hazardous materials
  3. What technical support is expected from HE and what reference status do you require?
  4. Would the required RA are to address the effect in the marine environment (point of discharge to the open sea) and if yes; what is the extent of that area

Response: The scope of work clearly outlines the tasks and the deliverables. If there are needs for interpretation of any terms or issues or statement, we will be happy to clarify further. The above questions relate to specific methodology and approach to be adopted by the proponent.
