Overview :

BACKGROUND;

Since Ghana’s return to democratic rule in 1992, the threat of election as a means to destabilizing the entire country was conspicuous in the 2008 and 2012 general elections. In the 2008 election, some youth believed to be from the National Democratic Congress besieged the Electoral Commission premises, calling on the electoral commission to quickly declare its candidate as the winner.  The intervention of the security agencies forestalled any potential violence. After the 2012 election, amidst allegations of rigging and electoral fraud, the country, for the first time, witnessed the challenge of the provisional result of the presidential poll as declared by the Electoral Commission in the Supreme Court of Ghana by the losing main opposition party, NPP. The core grounds for the petition were, among others, allegations of multiple-voting, voting without biometric verification, absence of the signature of a presiding officer, duplicate serial numbers for pink sheets, and fictitious polling stations…

SCOPE OF WORK;

• Develop a series of questionnaires for the evaluation of the project support.

• Assess the effectiveness of the USAID support in preventing election related violence before, during and after the 2016 general elections.

•Evaluate the relevance of each of the four main components in the prevention of election related violence…

QUALIFICATIONS;

a. Academic Qualifications:

  • Advanced university degree (masters or above) in Monitoring and Evaluation, Conflict Studies, Social Sciences or any relevant field.
  • Demonstrable experience in research, analysis and writing reports.
  • Ability to manage time effectively and adhere to deadlines.

b. Years of experience:

  • At least 7 years of progressive professional experience in the field of Conflict and peacebuilding research, M&E or areas relevant to this task.

c. Competencies:

  • Demonstrates integrity by modelling the UN’s values and ethical standards;
  • Promotes the vision, mission, and strategic goals of UNDP;
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Treats all people fairly without favouritism; and
  • Fulfils all obligations to gender sensitivity and zero tolerance for sexual harassment.

Important Note:

The Consultant is required to have the above mentioned professional and technical qualifications. Only the applicants who hold these qualifications are advised to submit their respective bid proposals
