Overview :

Background

Following the approval of Cabinet, the Bahrain’s Sustainable Energy Unit (SEU) was established in November 2014 by way of a formal agreement between the Minister of Energy and the UNDP. The key objectives of the unit is to develop a cohesive and sustainable energy policy and to promote Renewable Energy, Energy Efficiency and Conservation in the country. The unit will also work towards bridging the legal, institutional, and capacity gaps in order for the Bahrain energy sector to meet the future challenges.

SEU is the entity mandated to lead and promote energy efficiency practices, transfer and diffuse renewable energy technologies and draft related policies and regulatory frameworks in close coordination with stakeholders and partners in the Kingdom of Bahrain.

SEU invites companies or institutions that have extensive and proven experience in implementing biogas plants to provide technical expertise related to drafting design and engineering specifications for a biogas plant at the wastewater treatment plant.

 

Duties and Responsibilities

  • Conduct thorough review of feasibility study for the expansion phase of the wastewater treatment plant, which includes section on sludge treatment and disposal;
  • Based on the review of the feasibility study and assessment of the space availability (review of schematic drawings of the wastewater treatment plant and site visit) provide an expert opinion on feasibility of (1) building a biogas plant combined with incineration plant; and (2) building a biogas plant without an incineration plant.
  • If space requirements allow for building a biogas plant, then draft design and engineering specifications for a biogas plant.

The expert will be required to make a visit to the wastewater treatment plant to make the assessment.

Deliverables:

  1. Expert opinion on feasibility of building a biogas plant (based on the review of feasibility study and site visit)
  2. Draft design and engineering specifications for a biogas plant.

Time frame:

The assignment will start in March 2017 for duration to be quoted by the tenderer but not later than 20 days from the issuance of the Purchase Order (PO).

Corporate competencies:

The expert should demonstrate integrity by modelling the UN’s values and ethical standards; and

Display cultural, gender, religion, race, nationality and age sensitivity and adaptability.
