Overview :

DBSA and UNDP, with support from the South African Department of Energy, seek to appoint a National Consultant as a specialist in energy efficiency lighting (i.e. a South African consultant) who will work under the leadership of an International Consultant to execute this assignment. The Energy Efficiency Lighting Specialist will be appointed through UNDP procurement processes, while recognising the requirements of DBSA as a GEF agency. Project preparation will be financed by GEF PPG grants under UNDP and DBSA management, as well as co-finance.

The Energy Efficiency Lighting Specialist will work as part of a national team with two other National Consultants (a Specialist in transformers and electricity transmission/distribution; and a Gender Specialist)

The consultants forming the national team shall share overlapping responsibilities for assisting the International Consultant to design the GEF-financed project, including assistance with writing, design of the logical framework, assistance with stakeholder consultations and other related roles. The specific role of the Energy Efficiency Lighting Specialist is as follows:

Energy efficiency lighting specialist: to provide technical advice and project design support, and to assist with stakeholder engagement and co-finance mobilisation, for the lighting elements of the project. This will include, among others, support to project elements that are intended to: develop a national energy efficiency strategy; to develop regulatory mechanisms, including Minimum Energy Performance Standards, for lighting; to put in place Monitoring, Verification and Enforcement systems for energy efficient lighting products in South Africa; to develop policies and financial instruments (e.g. consumer financing, public procurement standards) to support market development; to develop systems for environmentally-sound disposal and recycling of used lighting products; and, where possible, to promote regional harmonisation and approaches with regard to energy efficient lighting across SADC.
