Background

The Sustainable Energy Unit (SEU) is a government entity mandated to lead and promote energy efficiency practices, transfer and diffuse renewable energy technologies and draft related policies and regulatory frameworks in close coordination with stakeholders and partners in the Kingdom of Bahrain.  To encourage deployment of decentralized solar photovoltaic (PV) systems SEU developed net metering scheme (Net Metering Resolution).  Net Metering scheme enables electricity consumers to generate their own power from renewable energy sources and credit the excess electricity fed back to the grid.

SEU invites companies or institutions that have proven experience in developing grid connection guidelines and standards for decentralized solar PV systems to provide technical support in implementing net metering scheme for Bahrain.

 

Duties and Responsibilities

In consultation with SEU and relevant stakeholders such as the Electricity and Water Authority (EWA) the Consultant is required to:

  • Develop grid connection guidelines and standards for decentralized solar PV systems to connect to low and medium voltage distribution networks.  
  • Define connection process
  • Develop all necessary documents and tools to ensure successful implementation of net metering scheme (application form, connection agreement, inspection and testing guidelines and checklists)
  • Develop all necessary safety regulations related to installation of solar PV systems such as fire safety regulations.
  • Define eligibility requirements for the solar PV equipment (international standards to be used for assessing the compliance of the solar PV equipment).
  • Develop accreditation and certification process for contractors and solar PV installers.
  • Conduct trainings and workshops.

 

Time frame:

The assignment will start in April 2017 for duration to be quoted by the tenderer but no longer than three months from the issuance of the Purchase Order (PO).
