Project name: “Achieving Kuwait 2035 Vision Towards Persons with Disability”

Period of assignment/services (if applicable): 6 months

Procurement Unit of UNDP Kuwait will respond in writing or by standard electronic mail and will send written copies of the response, including an explanation of the query without identifying the source of inquiry, to all consultants.

1. BACKGROUND

The Public Authority for Disabled Affairs (PADA)[1] of Kuwait is responsible for all matters related to care and rehabilitation of Persons with Disabilities. Its mandate includes, inter alia, setting the disability policy; setting regulations and procedures for care and rehabilitation of PWDs and developing and overseeing an integrated action plan responsible for all aspects of Persons with Disabilities’ welfare in coordination with relevant government entities. Furthermore, care and rehabilitation centers were recently, in 2016, transferred to the responsibility of PADA. PADA was established as per law no.8 for 2010[2] as a governmental entity. The law is concerned with protecting the rights of Persons with Disabilities in Kuwait and covers their inclusion in society, rehabilitation and employment in addition to care and other government services and entitlements.

Within the framework of the Country Programme Action Plan agreed between UNDP and the Government of Kuwait, a partnership project with PADA has been established. The project “Achieving Kuwait 2035 Vision Towards Persons with Disability” supports PADA to enhance its human capacities and organizational effectiveness towards achieving its mandate. It supports its efforts at integration of PWDs in schools, employment and social life in partnership with CSOs working for disabilities and supports it to ensure an inclusive physical environment for PWDs. The project will continue until December 2018. It seeks to achieve three outputs:

  • Output 1.1: Enhanced human capacities and institutional effectiveness for prevention, early detection, diagnosis and rehabilitation of disabilities.
  • Output 1.2: Co-ordinated and well organized efficient efforts towards removal of barriers to social, economic and educational inclusion of persons with disability.
  • Output 1.3: Increased technical expertise and organizational capacities for implementation of Universal Design and country wide use of technology enablers.   

Within this context, the UNDP and PADA are seeking to recruit a Project Manager, to provide management support for the successful implementation of the project for a period of six months.

 

2. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK

Under the direct supervision of UNDP and PADA leadership and in close collaboration, and coordination with other relevant national institutions, the Project Manager will assume the following tasks:

  • Planning, implementation and monitoring
  • Financial and Administrative management of the project
  • Capacity building and Knowledge sharing
  • Follow up, coordination

3. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS

I. Academic Qualifications:

  • Master’s degree in the social sciences field: social policy, public administration, public policy, sociology, development studies. Specialization in a disability related field is an asset

II. Years of experience:

  • At least 10 years of overall work experience with a minimum of 7 years specifically in programme or project management of public or development projects. Project management related certificate is an asset.
  • Experience in programme/project management in International Organizations (2 years minimum) , and experience at UNDP is an asset.
  • Understanding of Results-Based Management and monitoring and evaluation concepts and principles
  • Experience in working with government institutions the Arab region (at least 3 years) , and experience in GCC countries is an asset.
  • Fluency in oral and written Arabic and English languages is required

III. Competencies:

  • Demonstrates integrity by modelling the UN’s values and ethical standards

  • Monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems

  • Meets timeline for delivery of products or services to clients

 

4. DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS.

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

1. Cover letter explaining why they are the most suitable for the work

2. CV or P11 form including clearly past experience in similar projects

3. At least 3 references

4. Financial proposal

5. FINANCIAL PROPOSAL

The financial proposal submitted shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. The financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

Travel; All envisaged travel and other related costs must be included in the financial proposal.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed

6. EVALUATION

Cumulative analysis

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of the following weighted technical and financial criteria

Eligibility:

  • Only candidates who submit the above documents in full will be considered in the evaluation
  • Candidates who have not completed a Master degree will not be considered for the assignment
  • Candidates who are not fluent in both English and Arabic language will not be eligible for consideration in the evaluation
  • Only candidates obtaining a minimum of 49 points of the technical evaluation would be considered for the Financial Evaluation
