Overview :

In 2009 there was a mandate change to the Department of Rural Development and Land Reform (DRDLR). There are about 17 policies which were reviewed, amended and developed since 2009. Some of those are Regulation of Agricultural Land Holdings Policy, Communal Property Act (amended), Comprehensive Rural Development Programme, Deeds Registries Bill, Communal Land Tenure Bill, Extension of Security of Tenure Act (amended), Green Paper on Land Reform (2011).  These are some of the policies and organisational reforms that led to the deepened process of organisational restructuring for the last 8 years. Among other things:

  1. The developed policies have resulted in restructuring process with clearer and greater strategic and operations roles being defined for the national, provincial and district level of the department’s structure;

  2. Call for alignment of approaches, functions and operationalisation of implementation of these policies became imperative.

  3. Integration of rural development and agrarian reform (agriculture) to facilitate rural transformation is the direction that the DRDLR is heading towards.

Clarity on the policies and a perspective for rationalising them as well as a high-level mapping of the process is sorely sought and facilitated interaction towards developing this outline or high level process is needed as a basis for further detailing.

The purpose of this proposal is to invite an experienced and suitably qualified technical consultant who will develop a coherent framework or “mind map” for the DRDLR which will outline key role players, stakeholders, policy implementers and strategic partnerships in department’s policy process
