Overview : The United Nations Country Team (UNCT) in the Philippines will develop its new United Nations Development Assistance Framework (UNDAF) for the period 2019 to 2023, which will provide the basis for the strategic scope and nature of the collective work of the UN system program support to the Philippines, including the critical beginnings of the roll-out of the Sustainable Development Goals (SDGs) at national and local levels. The country analysis provides the essential evidence-base from which the theory of change underpinning the UNDAF is developed. The SDGs will be an explicit target of the UNDAF to complement the strategies in the Philippine Development Plan 2017-2022, incorporating remedial measures in the design if that is not the case, including support to strengthening national capacities. The CCA will build on existing assessments (starting with the Government’s Philippine Development Plan and sectoral plans supported by the analysis from international human rights mechanisms and other bodies, and linked with situational analysis made by the UN agencies. In line with the 2030 Agenda and in pursuit of UN coherence, the CCA will build on the situational analysis made by the UN agencies, but recognizing the interdependence of UN entity mandates and the necessity for the coordinated and combined contributions of the UNCT members to address the multifaceted development challenges targeted by the SDGs. The analysis will also identify the most relevant areas of UNCT comparative advantage in the current development and MIC context. The specific objective of the CCA is provide partners a deeper knowledge of the key development challenges facing the Philippines, based on a shared in-depth understanding of the country’s development situation, taking into consideration the SDGs and other commitments, goals and targets that the country has committed to achieve. Part of the process will be an assessment of the availability of quality data and gaps in data and capacity for data generation to use not only for the analysis but also for future monitoring of progress towards the achievement of programme targets. The value of disaggregated data (where relevant, by income, sex, age, race, ethnicity, migratory status, disability and geographic, or other characteristics) and impartial analysis are important considerations in the CCA process. Data quality issue and data gaps in the CCA and UNDAF processes will be addressed by: i) reflecting other alternative approach to assessment and evaluations; ii) identifying other data sources; and iii) building upon and contributing to the strengthening of the national capacity for assessment and analysis process, including data generation, targeting national government partners and counterparts such as the National Economic and Development Authority (NEDA) and the Philippine Statistical Authority (PSA), among others. The assignment shall have a participatory approach, in which stakeholder participation and ownership both from the national and regional levels are observed. Scope of Work Guided by the UNDG UNDAF Interim Guidelines and in extensive consultations with the UNCT, government and other relevant partners, the Consultant will perform the following tasks: Conduct a desk-review based on (but not limited to) the 2017-2022 Philippine Development Plan, the Mainstreaming Acceleration and Policy Support (MAPS) for the 2030 Agenda tools and resources, the latest Universal Periodic Review and Concluding Observations of human rights treaty monitoring bodies to Philippine reports, UN agency situational analyses and other existing relevant documents, to provide required analysis as mentioned in the Annex. Inform the outcome of the desk review with the four core inter-related UNDAF programming principles - Human rights-based, gender equality and women’s empowerment; Sustainable development and resilience; Leave no one behind; and Accountability. Convene and facilitate national consultations, in collaboration with the UNCT and GOP, with a wide range of stakeholders (civil society, development partners, private/industry sector, etc) to analyse trends, identify disparities and groups that may have been overlooked; In collaboration with the PSA, develop/strengthen the existing Indicator Framework (i.e. manageable set of key performance indicators) to help establish baselines and identify data gaps in the country statistical system. Lead the work, facilitate the analysis and multistakeholder discussion, prepare summary proceedings of various meetings/workshops, coordinate efforts of various groups to CCA/UNDAF-related exercises such that consensus at critical steps of the processes are reached; and Produce a quality draft and final CCA document in a timely manner.
C. Expected Outputs and Deliverables The consultant will produce the following outputs: - CCA Document, text preferably within 20 to 30 pages, excluding annexes, and should contain an executive summary with a synthesis of the major findings of the analysis (see Annex for Proposed Outline and Areas of Consideration for CCAs)
- Facilitation throughout the process. Finalization of the CCA document will be guided by consultations within the UN system, UNCT agencies, Government, CSOs, private/industry sector, and relevant partners including feedback and review by the Peer Support Group (PSG), to be facilitated by the Consultant.
- Multistakeholder validation.Finalization of the CCA document will be informed by validation exercises, to be organized by the Consultant. Counterparts, from the national, regional and provincial levels will be major partners in the development of the CCA document from the validation of CCA results. The main users of the CCA will be the UN partners, i.e. the Government, UNCT, other development partners, private/industry sector, and civil society participating in UN programmes.
D. Institutional Arrangement The consultant will be under the overall supervision of the UN Resident Coordinator and work in close collaboration with the UN Heads of Agencies, the UN Programme Group, the M&E Group, and the Regional Peer Support Group. Regular briefings will be provided to the RC/UNCT on the progress of work and receive suggestions from the RC/UNCT. Day-to-day management will be ensured by the UN Resident Coordinator’s Office, and will also provide logistical support for the duration of the work. E. Duration of the Work The Advisor will be engaged for around 3 months from June to August 2017 and shall be paid the fees based on the delivery of the following outputs and corresponding tranches: First tranche: 20% Upon signing of Contract and approval of detailed workplan; Second Tranche: 25% Upon submission and acceptance of the 1st Draft Document; Third Tranche: 30% Upon submission and acceptance of the 2nd Draft Document; Fourth Tranche: 25% Upon submission and acceptance of the Final Document. F. Duty Station The CCA Consultant will be output-based and will be stationed at the UN Resident Coordinator’s Office. Meetings, consultations will be mostly held in Manila and there is no foreseen local travel during the duration of the contract. Language: Criteria for selection process: The offer will evaluated based on the Combined Scoring method – where the qualifications will be weighted a max. of 70% and combined with the financial offer which will be weighted a max of 30%.
