| Overview : Policymakers in Trinidad and Tobago need more disaggregated health expenditure data to develop sustainable health financing mechanisms for HIV programs and the overall health sector. As donor funding for HIV prevention and treatment decreases, plans are needed to ensure sustainability of the existing services. The University of the West Indies (UWI) HEU, Centre for Health Economics, United States Agency for International Development (USAID)’s Health Finance and Governance (HFG) Project, United Nations Development Programme (UNDP), and the Joint United Nations Programme on HIV/AIDS (UNAIDS) are supporting the Ministry of Health (MOH) Trinidad and Tobago in the tracking of health expenditures throughout the economy. These stakeholders will support Trinidad and Tobago to conduct a Health Accounts (HA) exercise for fiscal year 2015 according to the System of Health Accounts 2011 (SHA 2011) framework with an HIV focus. The HA exercise will generate fundamental HIV resource tracking and health expenditure data that can be used for health sector planning. The results of the HA exercise will provide stakeholders with a comprehensive map of resource flows funding the HIV response and the entire health system. |
