Overview :

The Agenda 2030 for Sustainable Development and the Sustainable Development Goals (SDGs) launched in September 2015 go much further than its predecessor Millennium Development Goals (MDGs) in addressing the root causes of poverty and the universal need for development that works for all people. This global agreement marks an important milestone in putting the world on an inclusive and sustainable course. Countries pledged to embark on this collective journey, reach the last mile and leave no one behind. 

The next and often more difficult stage in implementing the Agenda 2030 involves identification of priorities and areas for ‘acceleration’. Resources need to be targeted towards ‘accelerator interventions’ which can trigger progress across multiple goals and targets and across different sectors. New partnerships, financing strategies and solutions need to be explored to meet the ambitious targets.

The launch of the SDGs and its subsequent mainstreaming and localization in the Philippines provides an opportunity to highlight the potential that the private sector can contribute for the achievement of the SDG targets. The Agenda 2030 also calls on businesses, ranging from microenterprises to multinational corporations, ​ “to apply their creativity and innovation to solve sustainable development challenges”. 

Based on the report Development Finance and Aid in the Philippines (NEDA, ADB, UNDP, 2014), the analysis indicates increasing reliance on domestic resources and more efficient domestic financial markets as main sources of development finance flows in the future. There will be decreasing reliance on external borrowings and overseas development assistance. Remittances will continue to be a significant source of financing for both consumption and investment.  Public Private Partnerships and foreign direct investments could also become significant sources of development finance if the economy can resolve regulatory and political risks.  In this financial context, private sector corporate activities or programs could be a significant complement to the National Government’s efforts to achieve the SDGs.

With the private sector offer of industry knowledge, expertise, technology, capital, brand power, among others, sustainable solutions for SDGs can be the locus of partnership with UNDP, given the latter’s development knowledge, expertise, convening power, global outreach and local experience. 

While there are already several private sector partnership opportunities in the current portfolio of UNDP Philippines’ projects, there is still a need to map out potential areas for engagement across its programmes.  Tailored value propositions for specific corporations (core business and corporate social responsibility), local and global (with local presence) foundations, diaspora and solidarity financing, high net worth individuals and Filipinos, and public gift-giving/crowdfunding, among others, that will jointly deliver inclusive sustainable development impact and results will need to be developed. 

The Management Support Unit is responsible for coordinating the SDG initiatives of the UNDP Philippines Country Office. The Country Offices’ top priorities for the year is to position UNDP Philippines as a relevant and credible partner for the Agenda 2030 for Sustainable Development and establish strategic partnerships with Government and non-government actors to diversify and broaden its funding base. This will be done through, among others, expanding private sector partnerships through new modalities of engagement, and actively develop a strong pipeline of projects that better link enterprise objectives with inclusive business models, from private sector cost-sharing and non-funding contributions.

The purpose of this procurement exercise is to contract an individual consultant who will contribute to advance the engagement of the UNDP Philippines Country Office with the private sector, for funding and non-funding partnerships.  The assignment aims to strengthen the effectiveness and impact of UNDP Philippines’ support to the 2030 Agenda/Sustainable Development Goals in the Philippines by building partnerships with the private sector and mobilizing an appropriate and sustainable funding base in the Country Office. 

 

Scope of Work

The National Consultant will be based in Manila, Philippines, and is expected to work from the UNDP Country Office. Under the overall guidance of the Country Director, the Consultant shall directly report to the Management Support Unit Team Leader and coordinate closely with the Senior Advisor, the Programme and Operations Teams in the UNDP Philippines Country Office. S/he will also work with the Communications Associate to ensure clear and consistent messaging relevant to target market segments and aligned with the global brand strategy of UNDP.  As may be necessary, s/he will collaborate with the Regional Partnerships Specialist and the Chief for Innovation and Private Sector Business Development based in the Bangkok Regional Hub.

The Consultant will also work closely with private sector associations, including the PBE and PBSP, local chambers of commerce, bilateral development partners, key local business organizations, and other regional and local stakeholders as well as start-ups.

In collaboration with the UNDP Philippines Management Team, the Consultant will be responsible for the following:

 

  1. Lead the design and coordination of a strategy and framework for UNDP Philippines’ engagement with private sector companies, major foundations, high-net worth individuals and other key development partners in support of the SDGs

    • Map, identify, assess, prioritize prospects/engagement areas and initiate contact with a portfolio of foundations, corporations and financial institutions companies;

    • Develop a database of corporations and foundations relevant for the Country Programme;

    • Develop and implement and engagement program for high-net worth individuals;

    • Develop and implement individual giving and corporate strategies including social media/ digital giving, social impact funds built on solid cases for investments;

    • Develop tailored UNDP value propositions for partnering with companies, foundations, high-net worth individuals;  

    • Identify and mobilize key strategic partnerships to enhance impact and influence for UNDP’s priorities and to generate new resource flows; and

    • Prepare a results matrix that links the inputs and outputs of the engagement strategy to higher-level outcomes in support of the SDGs.

  2. Develop a private sector resource mobilization (PSRM) action plan for the CO and specific projects, such as the SDGs is Our Biz project and the National Biodiversity Action Plan, among others; and

    • Identify concrete goals and objectives to frame the direction, focus and level of ambition

    • Ensure tracking, monitoring and assessment of PSRM results.

  3. Facilitate the formalization of funding agreements, including undertaking risk identification and management for a mutually agreed number of private sector companies and foundations with high potential for PSRM

    • Contribute to risk analysis, conduct due diligence reviews/complete the risk assessment tool, preparation of proposals and agreement documents, coordination of meeting with potential donors, etc.;

    • Coordinate with the Management Support Team any non-funding opportunities; and

    • Coordinate with the UNDP Bangkok Regional Hub for any necessary operational support for contractual, legal, partnerships formalization requirements and information on regional and global foundations/corporations.

  4. Assist in the development of a private sector communications/outreach strategy

    • Participate in key platforms (online and in person) for private sector engagement;

    • Identify possible products and services to increase brand awareness and UNDP’s visibility to the private sector;

    • Develop/refine pitch strategies and materials, including press releases, news articles;

    • Lead or assist in the organization of private sector events and/or knowledge products and publications launch; and

    • Develop and maintain a strong network of private sector partners that UNDP can engage with over a sustained period in support of the SDGs.

Schedule of Payments

  • First Tranche         - 10% Upon submission and acceptance of Inception report, covering the first three tasks;
  • Second Tranche    - 10% Upon Mapping of potential partners;
  • Third Tranche        - 10% Upon submission and acceptance of Private sector engagement strategy and framework;
  • Fourth Tranche     - 20% Upon submission and acceptance of First draft - Private sector resource mobilization (PSRM) action plan;
  • Fifth Tranche        - 20% Upon completion of 5 Company diligence reviews
  • Sixth Tranche       - 10% Upon facilitation of Formal Funding Agreements for 2 Companies /  Private Sector Foundations
  • Seventh Tranche  - 20% Upon submission and acceptance of Final Report with Lessons Learned and recommendations to sustain PSRM in the Country Office

Implementation Arrangements and Duty Station

The National Consultant will work under the overall guidance of the Country Director. The above deliverables will be reviewed by the Team Leader of the Management Support Unit in coordination with the Management Team.  Final deliverables will be approved by the Country Director upon endorsement of the Team Leader of the Management Support Unit.

The National Consultant will not be required to report daily at the Country Office, but s/he is expected to report to the CO on a mutually agreed schedule. Travel is not expected, and thus any travel-related costs will be covered and arranged by UNDP.

Duration of Work

The work shall be undertaken over six months. The Senior Advisor/Economist shall commence services on 1 July 2017, and shall conclude upon satisfactory completion of the services described in Sections III and IV above, not later than 31 January 2018. The schedule of deliverables and duration of work may be revised based on a mutually agreed timetable through an exchange of letters between the Consultant and the Country Director.

Qualifications:

Education:

  • Master’s Degree in e.g. Economics, Business Management or related field with at least 3 years of relevant work experience; or Bachelor’s Degree with 5 years of relevant work experience

Experience:

  • At least 5 years of solid experience in working in the private sector, or in an outreach position relating with the government and private sector
  • Experience and effective communication skills for dialoguing with senior level private sector executives
  • Experience and knowledge of the international development sector, e.g. through working with the UN/UNDP in the private sector engagement and/or development field
  • Recent work experience in the Philippines and with the Philippines-based private sector organizations/companies, and international organizations is desirable

Language:

  • Very good command of oral and written English.

Skills

  • Excellent written and spoken communication skills in English

  • Excellent computer/information system skills, including report packaging and presentation skills
  • Excellent analytical and organizational skills, with ability to focus on impact and results for the client and responds positively to feedback
  • Excellent interpersonal skills

Criteria for selection process:

The offer will evaluated based on the Combined Scoring method – where the qualifications will be weighted a max. of 70% and combined with the financial offer which will be weighted a max of 30%.
