• UNDP’s corporate policy is to evaluate its development cooperation with the host government on a regular basis to assess whether and how UNDP-funded interventions contribute to the achievement of agreed outcomes, i.e. changes in the development situation and ultimately in people’s lives. Evaluation also helps to clarify underlying factors affecting development, to identify unintended consequences (positive and negative), to generate lessons learned and to recommend actions to improve performance in future programming.
• These terms of reference are for a Portfolio evaluation of UNDP’s support to Local Governance and Local Development Portfolio in Mozambique. In the 2012-2016 Programme cycle UNDP Mozambique together with the Government of Mozambique, and throughout the relevant line ministries of State Administration, Planning and Development and Land and Rural Development, selected Local Governance and Local Development (LG&LD) thematic area as a key priority to be supported through an integrated approach with the objective of supporting the government in implementing priorities such as the formulation of the Decentralization Policy and Strategy Implementation Plan (PIPED) and the implementation of the Rural Development Strategy (EDER) that, among others, are priorities of the government five-year plan. Local Governance and Local Development Portfolio contributes to the achievement of the UNDP Strategic Pan (SP) Outcome 1: Inclusive & sustainable growth & development – through the UNDP Country Programme Document (CPD) Outcome 60 - Vulnerable groups access opportunities for improved income and livelihoods and to the UNDP SP Outcome 3. Institutions enabled to deliver universal access to basic services through the UNDP CPD Outcome 64 - Coordinated, equitable and integrated service delivery at decentralized level operationalized by related projects.
• To operationalize its LG&LD Programme UNDP Mozambique project planned results and activities while bringing innovative approaches and best practices the project formulation were developed in close consultation with relevant implementing partners. Besides working the Government of Mozambique, UNDP also works with other development partners including civil society, private sector, local communities and donors, to build institutional capacity and promote sustainable development.
• Each of the project under the LG&LD portfolio was implemented both at national and local levels in other to ensure both upstream and downstream support through best practices and to inform policy making. At National levels for the “Enhancing Decentralization and Local Development Process in Mozambique” Project this support was provided through two line Ministries: The Ministry of State Administration, afterwards the Ministry of State Administration and Public Service, and through the Ministry Planning and Development, afterwards the Ministry of Economy and Finance. With regards to the “Local Economic Development for Increased Income and Livelihoods” this support was provided initially through the Ministry of State Administration and afterwards through the Ministry of Land Environment and Rural Development. In relation to the “Strengthening, Civil Society Participation in Policy Dialogue for Development” component 1, UNDP support at national level was provides through the Ministry Planning and Development, afterwards the Ministry of Economy and Finance, with the involvement with the APRM secretariat in some activities. The implementation of the “Strengthening, Civil Society Participation in Policy Dialogue for Development” component 2 was done through the CESC (Civil Society Learning and Capacity Building Center).
• All projects under the local governance and local development portfolio were implemented through the National Implementation Modality implying therebefore related financial resources management and embedded technical support to the implementing agencies;
• As the Country Programme Cycle 2012-2016 came to an end, UNDP intends to carry out a Final Evaluation of its Local Governance and Local Development support. These Terms of Reference provide information on the evaluation purpose and scope, the methodology and expected deliverables as well as on the profile of the Evaluation Team that will conduct the final evaluation of the Local Governance and Local Development portfolio.

Purpose

• UNDP commissions evaluations to capture and demonstrate evaluative evidence of its projects contribution to development results in line with the United Nations Development Assistance Framework (UNDAF) and the UNDP Country Programme Document (CPD). These are evaluations carried out within the overall provisions contained in the UNDP Evaluation Policy.
• The purpose of this evaluation is to assess the overall performance against the objectives of the UNDP Local Governance and Local Development portfolio to capture evidence of the relevance, effectiveness, efficiency and sustainability of the interventions against the planned results which can be used to strengthen projects in formulation under the 2017 2020 Programme cycle and particularly to set the stage for the new Local Governance and Local Development portfolio for the 2017-2020 Programme cycle. In addition, the evaluation will address how UNDP intervention sought to strengthen the application of the human rights-based approach and mainstream gender in the CO efforts. The evaluations serve an important accountability function, providing national stakeholders and other relevant partners in Mozambique with an impartial assessment of the results of UNDP support to Local Governance and Local Development from 2012 to 2016.

Documents to be Included When Submitting the Proposals.

• Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

Proposal:

• A letter of confirmation of interest and availability describing why the individual consider him/herself as the most suitable candidate for this assignment
• Technical proposal and methodology explaining how he/she will approach and complete this assignment
• Financial proposal presented in a Lump sum with all-inclusive fixed total contract price. The lumpsum shall include all the cost components to enable the consultant’s work, such as: the consultant’s daily fee, travel, allowances, taxes, translations, communication, other as relevant including travel to provinces and focus groups meetings.
• Completed and signed P11 form, if necessary the Consultant may supplement the P11 form with a personal CV including experience in similar projects and at least 3 references.

Financial Proposal

Lump sum contracts

• The financial proposal shall specify a total lump sum amount, and payment terms around specific conditions outlined under the payment session in the provided ToRs. In order to assist the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

Travel

• All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the consultant wish to travel on a higher class he/she should do so using their own resources.
• In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses will be agreed upon, between the UNDP CO in Mozambique and the Consultant, prior to travel and will be reimbursed.

Evaluation

The individual consultant will be evaluated based on the cumulative analysis methodology and the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

• Responsive/compliant/acceptable, and
• Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation:

Technical Criteria weight: 70%

Financial Criteria weight: 30%

Only candidates obtaining a minimum of 70 point would be considered for the Financial Evaluation!

ANNEX 2- INDIVIDUAL CONSULTANT GENERAL TERMS AND CONDITIONS

Scope of Work, Responsibilities and Description of the Proposed Analytical Work

• The Portfolio evaluation will be conducted during the months of June and July 2017, with a view to enhancing UNDP Mozambique support to Local Governance and Local Development portfolio in the new 2017-2020 programme cycle while providing strategic direction and inputs to the preparation of the Local Governance and Local Development Project Document, scheduled to start in the second semester of 2017.

Specifically, the evaluation will assess:

• The relevance and strategic positioning of UNDP support to Mozambique on Local Governance and Local Development.
• The frameworks and strategies that UNDP has devised for its support on Local Governance and Local Development, including partnership strategies, and whether they are well conceived for achieving planned objectives.
• The progress made towards achieving Local Governance and Local Development outputs, through specific projects and advisory services, and including contributing factors and constraints.
• The progress under these outputs and what can be derived in terms of lessons learned for future UNDP Local Governance and Local Development support to Mozambique.

The evaluation will consider the pertinent outputs focused towards Local Governance and Local Development, as stated in the UNDAF and the 2012-2016 country programme document (CPD) for Mozambique. As described in Annex XX, the UNDP Mozambique office has implemented 3 projects that reside within this outcome. An analysis of achievements across all 3 projects is expected

• Enhancing Decentralization and Local Development Process in Mozambique
• Local Economic Development for Increased Income and Livelihoods
• Strengthening Civil Society Participation in Policy Dialogue for Development

The assignment will be undertaken through the following steps:

• Desk review
• Field data collection (Interviews with key partners and stakeholders, Field visits to project sites and partner institutions, Survey questionnaires where appropriate, Participatory observation, focus groups, and rapid appraisal techniques and other deemed relevant);
• Follow up inquiries and development of final products
• Both the conception report and final evaluation reports should be submitted by the consultants in English and Portuguese

Requirements for Experience and Qualifications of the Team Leader

• The evaluation will be undertaken by 2 external evaluators, hired as consultants, comprised of a Team Leader and National Evaluator Consultant. The international consultant will be the Team Leader and is expected to perform the following tasks in accordance with the proposed objective and scope of the evaluation and UNDP evaluation guidelines.
• Lead and manage the evaluation mission; Develop the inception report, detailing the evaluation scope, methodology and approach; Manage the team during the evaluation mission, and liaise with UNDP on travel and interview schedules; Draft and present the draft and final evaluation reports; Lead the presentation of draft findings in the stakeholder workshop; Finalize the evaluation report and submit it to UNDP.

Under the supervision of the International Consultant and Team Leader the National Evaluator Consultant is expected to contribute to produce the following deliverables:

• Local Governance and Local Development Portfolio Inception report;
• Draft Local Governance and Local Development Portfolio Final Evaluation Report;
• Presentation at the validation workshop with key stakeholders, (partners and beneficiaries);
• Final Governance Local Governance and Local Development Portfolio Final Evaluation report.

Technical

• Excellent reporting and communication skills;
• Strong communication skills.

Funcional:

• Demonstrated ability to assess complex situations to succinctly and clearly distil critical issues and draw forward looking conclusions;
• Strong team spirit.

Academic Qualifications:

• Minimum Master’s degree in economics, political science, public administration, regional development/planning, local governance or other social science.

Years of experience:

• Minimum 5 years’ experience carrying out development evaluations for government and civil society;
• Extensive experience working in Mozambique during the last 5 years;
• A deep understanding of the development context in Mozambique and preferably an understanding of Local governance and Local Development issues within the Mozambique context;
• Experience working in or closely with UN agencies, especially UNDP, is preferred.

Language:

• Full proficiency of English language including ability to review, draft guidelines and edit required project documentation;
• Knowledge of Portuguese language (for International expert) would be an advantage.
