Overview :

The United Nations Development Programme (UNDP) in partnership with the Department of Agriculture – Philippine Crop Insurance Corporation (DA-PCIC) is implementing the project, “Scaling Up Risk Transfer Mechanisms for Climate Vulnerable Agriculture-Based Communities in Mindanao”. The project aims to reduce poverty by strengthening the resilience of vulnerable agriculture-based rural communities in Mindanao through climate risk transfer mechanisms and productivity enhancement measures.

The project was designed to address two types of climate risk: (1) increasing variability in climate and (2) climate-changed induced natural disasters. Weather index-based insurance (WIBI) which has been pilot tested by PCIC on a small scale in the last 3 years will be expanded to at least 2,000 households.

Disaster Risk Management will also be introduced, disseminated and strengthened at a community level in the same locations where WIBI will be delivered. The provision of climate change adaptation options for the abovementioned types of climate risks in a synchronized manner will increase the adaptive value of such options and reduces vulnerability of small-holder farmers.

The Animation

In order to better communicate the nature of the innovation initiated by the project, the services of an Animation Specialist will be required to produce two (2) short animated videos (approximately 5-minute duration), making use of “illustrations and motion graphics techniques” to demonstrate the technical mechanics of the weather (rainfall) index-based insurance product for rice crop.

The animated video will target both internal and external audiences such as UNDP staff especially other Climate Change Adaptation (CCA) projects, UN Regional and Country Teams, development partners, potential donors, governments and the general public.

Scope of Work

The Animation Specialist will develop two (2) five-minute animation films to raise awareness and to stir interest among key players of the climate financing and insurance industry, illustrating the WIBI Mindanao Project’s approach on index development for WIBI product for rice.

Expected Outputs and Deliverables

The key deliverables will be two (2) 5-minute animation films in English (with subtitles if applicable). The Animation Specialist will produce the video following a definite outline and process in close collaboration with the Project Management Office (PMO) and relevant partners such as Philippine Rice Research Institute (PhilRice) and Philippine Crop Insurance Corporation (PCIC).

Institutional Arrangement

For the duration of the contract, the Animation Specialist will conduct regular meetings with the members of the Project Management Office, and shall work in close coordination with the Regional Technical Adviser and Project Manager. The IC shall directly liaise with other members of the PMO if the need arises.

The cost of the contract shall cover professional services (including voice of talents for approval of the PMO), travel costs and necessary expenses during the production of the film.

 

Duration of the Work

The Consultant shall be engaged for three (3) months commencing from the effectivity of the contract.

 

Duty Station

Home-based. The position is home-based with regular meetings with the members of the Project Management Office (PMO) in Quezon City or Makati City. Domestic travel is contingent on project requirements.

The Consultant will not be required to report to office regularly but status report on the outputs shall be expected from time to time.

Scope of Price Proposal and Schedule of Payments

As remuneration for services rendered, the consultant shall be paid based on satisfactory submission and acceptance of the following outputs based on the schedule of tranches:

First Tranche - 20% Upon signing of the contract;

Second Tranche - 10% Upon submission and acceptance of a Developed script based on extensive inputs and direction from the Regional Technical Adviser, Project Manager and Communications Associate;

Third Tranche - 25%  Upon submission and acceptance of a Created storyboards and develop the animations;

Fourth Tranche - 25% Upon submission and acceptance of a Created voice over and post editing;

Fifth Tranche - 20% Upon submission and acceptance of the English version film ready for dissemination.

Functional competences

  • Experience in working in the private sector, or in an outreach position relating with the government and private sector;
  • Past experience and effective communication skills for dialoguing with senior level private sector executives;
  • Strong initiative and desire to succeed, accountable and willingness to be pro-active in identifying suitable companies for BCtA membership and engaging in appropriate business opportunities;
  • Experience and knowledge of the international development sector, e.g. through working at the UN in the private sector engagement and/or development field;
  • Existing work experience in the Philippines and with the Philippines-based private sector organizations/companies, donor partners and UN agencies;
  • Possess strong intellectual interest in economic development and the role of the private sector in driving poverty reduction; knowledge of private sector – development impact assessment;
  • Past international work experience preferred;
  • Demonstrated ability to function in a team environment & to deal with complex multi-stakeholder environment.

Qualifications:

Education:

  • Bachelor’s degree on Multimedia Arts, Digital Arts Major in Animation.

Experience:

  • Experience in developing creative video clips and available portfolio of works;

  • Experience in working with international development organizations and/or or government agencies;

Language:

  • Very good command of oral and written English.

Skills

  • Ability to produce high quality video animation on tight deadlines;

  • Excellent planning, organizational and presentation skills;

  • Ability to work in a culturally diverse environment.

Criteria for selection process:

The offer will evaluated based on the Combined Scoring method – where the qualifications will be weighted a max. of 30%, work experience will be weighted a max. of 40%  and combined with the financial offer which will be weighted a max of 30%.
