Overview :

The United Nations Capital Development Fund (UNCDF) is the UN’s capital investment agency for the world’s 49 least developed countries. It creates new opportunities for poor people and their communities by increasing access to microfinance and investment capital. UNCDF focuses on Africa and the poorest countries of Asia and the Pacific, with a special commitment to countries emerging from conflict or crisis.

MM4P aims at supporting digital financial services (DFS) in a select group of least developed countries (LDCs) to demonstrate how the correct mix of financial, technical and policy support can build a robust DFS ecosystem that reaches low income people in LDCs.

MM4P has decided to partner with Spargris Zambia (Kazang), to help them address the challenges associated with agent network training and/or management as well as developing their DFS strategy.

We kindly request you to submit your Proposal for the project: “Support Kazang Zambia’s Business Strategy & Dealer Network”. The project aims at supporting Spargris Zambia Limited trading as Kazang Zambia, a leading electronic micro payments processing company to develop and test agent network training and management solutions to improve efficiencies within its agent network training and / or management in Zambia. In addition to developing an agent network management plan, Kazang will also need the DFS Expert to develop a strategic plan to position the company as a leading DFS provider in the market. 

Procurement calendar:

Selection criteria for the firms: 

  • Review of the technical documentation (500 points)

The top 3 scoring proposals of the review will be called for a proposal presentation.  

  • Presentation of the proposal to a UNCDF panel (200 points)

Only the Proposes whose combined Scoring of the two above criteria exceeds 490 points will be considered for the review of their Financial proposal.

  • Financial Proposal (300 points)

To be computed as a ratio of the Proposal’s offer to the lowest price among the proposals received by UNCDF.
