Overview :

Dear Sir/Madam:

Since 2005 the UNDP Electoral Cycle Support Project has been partnering with the National Elections Commission (NEC) by providing technical, advisory and funding support to conduct elections and electoral activities. Under this partnership, the Project, with funding from the basket fund supported by UNDP, European Union, the Swedish and Canadian Governments is providing grant to various civil society organizations to support the National Elections Commission in conducting civic and voter awareness for the 2017 Elections and possible Run-off. 

Section 2.9 (G) and Sections 2.9 (Y) of the New Elections Law mandates the NEC to “conduct all elections for elective public offices including the chieftaincy election and all referenda and declare the results thereof,” and “to conduct programs to educate the citizens of Liberia about elections and referenda and their democratic rights related to them; and to inform them about voter registration events and election and referendum events.” In keeping with these mandates, the NEC will conduct elections for President and Vice President and 73 members of the House of Representatives on Tuesday October 10, 2017.

In view of the foregoing, the NEC and the Elections Project with funding from the elections basket fund is seeking Civil Society Organizations (CSOs) including women and youth focused CSO, non-profit organizations, Community Based Organizations (CBOs) and Faith-Based Organizations to help empower registered voters by informing, educating and motivating them to exercise their democratic rights and increase public participation in the 2017 Presidential and Representative Elections. In carryout this process, UNDP and partners place particular emphasis on encouraging women, first time voters, youths and persons with disabilities to get out and vote. 

This Call for Proposals (CFP) is therefore intended to contribute to the NEC efforts to carry out its mandate, focusing primarily on awareness and outreach efforts, which are key in sensitizing the public about the electoral processes in general, but specifically on upcoming electoral events so as to ensure maximum participation in the 2017 elections. 

Proposals will be welcomed from group of CSOs engaging in a collaborative project with two or more organizations. Once the application is complete and submitted, revised versions of proposal documents will not be accepted.
