Overview :

I. BACKGROUND / RATIONALE

Impact Investment, Africa and the SDGs

Per the widely-adopted definition by the Global Impact Investing Network (GIIN), impact investing is when investments are made with the intention to generate positive social and / or environmental impacts in addition to positive financial returns. The key features of impact investing revolve around the deliberate intention by the investor to generate positive social and / or environmental impact as well as the integration of specific measurement metrics to assess the attainment of these impacts.

OBJECTIVES OF THE SERVICE / WORK

This assignment will support UNDP in determining the feasibility, usefulness and positioning of an impact investment vehicle, i.e. a fund or a fund of funds that supports financing to inclusive businesses / social enterprises in Africa with a clear mission of contributing to sustainable development through their core activities. This impact investment vehicle should have a hybrid structure, employing the blended finance concept, and is hereafter referred to as Hybrid Finance Africa Impact Investment Vehicle. The assignment needs to define how such a vehicle should be designed and implemented in order to maximise impact and effectiveness. Whereas the proposed impact investment vehicle should serve all of Africa, the present assignment should pay particular attention to underserved markets on the continent.

SCOPE OF THE SERVICE / WORK

The UNDP RSCA’s IGSD Cluster requires the services of an international or specialised subject consultancy firm to conduct a feasibility study for a Hybrid Finance Africa Impact Investment Vehicle.

 

Specifically, the consultancy will conduct the follow tasks:

  1. Study existing documents on impact investment work in Africa in the context of SDGs and Agenda 2063 implementation, briefly analyse the current impact investment landscape as it pertains to hybrid fund structures, and establish investment theses (such as fund vs fund of funds, target investee segments, sectoral focus as appropriate, investment type (equity, debt, grant or a blend of the three) and ticket sizes) for the proposed fund structure.
