Overview :

UNCDF seeks the services of a Technical Service Provider (TSP) to understand the “readiness” of the Ugandan markets for DF+ and youth employment. Based on the scope of work described in this TOR, Technical Service Provider (TSP)  should propose the resources, level of effort and timeline expected to complete the project. TSPs should submit a preliminary implementation plan to complete research within a three-month time-period.

Sectors for the study

The study will focus on the following key sectors:

  • Energy,
  • Water and sanitation,
  • Education,
  • Health
  • Agriculture
  • Youth employment.

For each sector, assess the gender digital gap /divide and how to mainstream gender in DF+

Key expectations for the Technical Service Provider (TSP)

All aspects of the study will be covered from design and development, implementation, analysis and preparation for dissemination of the data collected.  The Technical Service Provider (TSP)  should keep in mind the following expectations:

  • Framework: The Technical Service Provider (TSP)  will follow CGAP’s 6-dimension framework for assessing DF+ readiness and where needed, adapt it to the Uganda market. The CGAP framework is provided in annex to this ToR. 
  • Leverage existing sector wide studies, e.g the Vitalwave study on Digital payments for Education in Uganda, GOGLA’s studies on the solar energy sector
  • Use of third-party data: The Technical Service Provider (TSP)  is expected to use third-party data. Explain if you intend to use any existing proprietary data or third-party data sources.
  • Analysis and presentation for audience: A full analysis of all the data gathered is required. The analysis of the main findings must be in a form which maximizes the potential impact and value of the data to a range of audiences which include both public and private actors. This will include appropriate data visualization in the final report.
