Overview : The UNDP project intends to provide development support services to a number of Government entities who are entering into a Government Cost Sharing (GCS) Agreement with UNDP, aimed at accelerating the implementation of national development programmes. The greater component of such support services consist of procurement of goods and services in broad range of categories, in high values and high volumes, which may even include logistics and supply chain management support, where the arrangement requires. As a consequence of this, the UNDP Country Office Procurement Team continues to expand in number along with its continuously increasing number of clients. Duties and Responsibilities The Procurement Associate will report directly to the UNDP Procurement Specialist and, where required, to the Project Manager of the GCS-funded project that he/she will support. The Procurement Associate will work in close coordination with the rest of the UNDP Procurement Team under the guidance of the UNDP Procurement Specialist on a daily basis. The Procurement Associate will be directly responsible for the effective and timely delivery of procurement of goods, services and works for the project that he/she is supporting. He/She is therefore expected to be able to analyze and interpret the UNDP financial rules and regulations, and provide solutions to a wide spectrum of complex issues related to procurement, while promoting a collaborative, client-focused, quality and results-oriented service. - Creation of Multiple LTAs for vendors found to be pre-qualified, including the conduct of secondary competition for LTA holders;
- Implementation of procurement activities that cannot be sources from the LTAs;
Initiate and implement the procurement processes including preparation and conduct of RFQs, ITBs or RFPs, receipt of quotations, bids or proposals, conducting their evaluation or convening a panel for this purpose, negotiation of certain conditions of contracts, issuance of contract, in full compliance with UNDP rules and regulations; Perform Buyer functions in Atlas for the creation of Purchase Orders for all procurement under the project; Coordination with all key stakeholders involved in the logistical movements of goods, ensuring efficient and safe delivery and acceptance of goods procured for the project; Development and management of the rosters of suppliers, conduct and evaluation of supplier selection, quality and performance measurement mechanisms; Support the project in the administration and management of vendor performance during the contract implementation; and Performing other procurement-related functions as may be directed or required by the project.

Functional competences - Experience in working in the private sector, or in an outreach position relating with the government and private sector;
- Past experience and effective communication skills for dialoguing with senior level private sector executives;
- Strong initiative and desire to succeed, accountable and willingness to be pro-active in identifying suitable companies for BCtA membership and engaging in appropriate business opportunities;
- Experience and knowledge of the international development sector, e.g. through working at the UN in the private sector engagement and/or development field;
- Existing work experience in the Philippines and with the Philippines-based private sector organizations/companies, donor partners and UN agencies;
- Possess strong intellectual interest in economic development and the role of the private sector in driving poverty reduction; knowledge of private sector – development impact assessment;
- Past international work experience preferred;
- Demonstrated ability to function in a team environment & to deal with complex multi-stakeholder environment.
Duration of the Work The Consultant shall be engaged for six (6) months commencing from the effectivity of the contract. Qualifications: Education: Bachelor’s graduate in Management, Economics, Law, Communications, Development or equivalent related field; Master’s degree preferred in management or development related field, but not required.
Experience: At least four years of experience in procurement or related administrative function; Work experience of at least four (4) years in intense and high-pressure environment; and Track record of at least two (2) years in working for international or diplomatic organization.
Language: Fluency in the English, Filipino and the local language Excellent writing and speaking skills in the English language definitely an asset.
Criteria for selection process: The offer will evaluated based on the Combined Scoring method – where the qualifications will be weighted a max. of 70% and combined with the financial offer which will be weighted a max of 30%.
