Overview :

Background:

The Green Climate Fund (GCF) was established in 2010 as an operating entity of the financial mechanism of the United Nations Framework Convention on Climate Change (UNFCCC), designed to disburse $100 billion per year of new and additional resources by 2020 for addressing climate change. The BMUB-funded “Green Climate Fund Readiness Programme”, jointly implemented by United Nations Environmental Programme (UNEP), United Nations Development Programme (UNDP), and the World Resource Institute (WRI) is supporting 9 countries (Benin, Colombia, El Salvador, Fiji, Ghana, Kenya, Nepal, Philippines, and Uzbekistan) to improve their national systems to access, manage, and monitor climate finance, particularly from the Green Climate Fund, or GCF (http://www.gcfreadinessprogramme.org).

The objective of the Philippines Green Climate Fund Readiness Programme (GCFRP) is to support the Government of Philippines in strengthening their national capacities to effectively and efficiently plan for, access, manage, deploy and monitor climate financing in particular through the GCF.  Specifically, the Programme will support capacitation and empowerment of the Philippines’ Department of Environment and Natural Resources as the National Designated Authority (NDA) for the GCF including relevant partner-government agencies.  The Programme will also target two important aspects of the GCF approach: access to funds and private sector engagement, through the selection of national/sub-national implementing entities for accreditation and the preparation of prioritized programmes/projects for submission to GCF. 

The Land Bank of the Philippines has started its application process to be accredited as a National Implementing Entity (NIE) to the GCF. However,  a number of other potential NIEs have also shown interest in seeking accreditation. .  In this regard, the UNDP Philippines and DENR are seeking an International Consultant to provide technical assistance to support another national institution to comply with the accreditation requirements of GCF and complete the application process

Scope of Work:

Under the supervision of UNDP Philippines and GCFRP National Coordinator and in close collaboration with the DENR and the National Expert on Prioritization; the international expert will provide technical assistance and guidance to the screening and selection of potental NIE and in supporting the selected institution to complete the application process for accreditation to the  GCF.

Specific Tasks and Methodologies

The consultant is expected to do the following in the context of the NIE accreditation process:

  • Review the guidelines and screening process developed by WRI for NIE selection; and prepare updated guidelines following GCF requirements and needs of the Philippines to implement adaptation and mitigation programmes;

  • Conduct profiling of potential NIEs and recommend second NIE for accreditation support;

  • Conduct gap assessment of NIE candidate in terms of financial integrity and management, transparency, self-investigative powers and other GCF requirements;

  • Provide direct technical assistance to strengthen internal mechanisms of the NIE candidate to address the identified gaps;

  • Assist the NIE candidate draft, assemble and submit GCF accreditation;

  • Assist the NIE candidate in responding to any querriesfrom the GCF during the accreditation process; and

Deliverables and Schedule of Payment:

The assignment will have the duration of ninety (90) working days. A proposed timeline of activities should be submitted as part of a detailed work plan in the proposal to be submitted by interested applicants.

First Tranche:        10% Upon submission and acceptance of the detailed workplan of acitivites and budget;

Second Tranche:   20% Upon submission and acceptance of the 1st draft of updated guidelines for NIE selection and with technical inputs, incorporating feedback from consultations; Profiling of potential NIEs and recommendation on candidate NIE;

Third Tranche:      20% Upon submission and acceptance of the Gap assessment report on NIE and report on technical assistance to improve capacities

Fourth Tranche:    30% Upon submission and acceptance of the accreditation requirements by NIE to GCF; and report on other support to NIE based on GCF response;

Fifth Tranche:       20% Upon submission and acceptance of the Final Guidelines on NIE Screening and Selection based on comments from stakeholders.

Qualifications:

Education:

  • Master’s degree in public policy, economics, international development, or environmental/ climate change policy ; A University degree with a combination of sevenyears professional and academic qualification may be accepted in lieu of the advanced degree

Experience:

  • Demonstrated work experience in supporting accreditation of national institutions to the Adaptation Fund, or the Green Climate Fund; 

  • Strong knowledge of GCF and its investment framework,financing modalities and accreditation requirements;

  • Knowledge of and familiarity with relevant key actors in Philippines (this may include private sector entities, ministries, and other entities developing projects for international funding which focus on climate change mitigation, adaptation, and/or REDD),an advantage;

  • Demonstrated experience in developing, monitoring, or managing projects funded by multilateral funds such as Adaptation Fund, Global Environment Facility, or GCF; or by the Clean Development Mechanism;

  • At least 5 years’ experience in leading capacity building and training initiatives
;

  • Demonstrated experience in writing reports or knowledge products;

  • Demonstrated experience in leading and conducting stakeholder consultation, focus groups, interviews, workshops

Language:

  • Excellent written and oral English skills

 

Criteria for selection process:

The offer will evaluated based on the Combined Scoring method – where the qualifications will be weighted a max. of 70%  and combined with the financial offer which will be weighted a max of 30%.

Duly accomplished Letter of Confirmation of Interest and Availability that indicates the all-inclusive lumpsum contract price, supported by a breakdown of costs, as per template provided; If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP;
  2. Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
