| Overview : BACKGROUND / RATIONALE Under the overall leadership and guidance of the United Nations Country Team (UNCT), the Operations Management Team (OMT) endeavours to facilitate the implementation of Delivering as One (DaO) by harmonizing operational policies of UN bodies, agencies, funds and programmes in Ethiopia. Moreover, OMT proposes and implements inter-agency initiatives to ensure quality of support services, while utilizing resources effectively. . . . OBJECTIVES OF THE SERVICE / WORK The OMT BCM & ICT WG is seeking a consultancy service/ firm to conduct a comprehensive assessment on the BCM & OR plans for UN Organizations in Ethiopia. The consultancy service/ firm should focus on all aspects of BCM & OR critical processes and develop recommendation for any required improvements for each UN Organization’s BCM & OR plans. Additionally, the consultancy service/ firm should provide recommendations on the best approach for the harmonization of the various BCM & OR plans across all UN Organizations with a focus on key shared services, processes and operations. Finally, the consultancy service/ firm is expected to deliver a 3-day training session on Crisis & Incident Response training for the senior managers of UN Organizations. . . . EXPECTED OUTPUTS / DELIVERABLES - Meetings with key BCM & OR staff and UN Organizations to understand existing BCM & OR plans of each UN Organization
- A detailed report on the findings, observations and recommendations based on the review of any existing BCM & OR plans by each UN Organization
- A detailed report on recommendations for the harmonization of BCM & OR plans for UN Organizations in scope for this engagement. The recommendations should be in the form or clear action points, with budget estimate and time line and responsibilities assigned.
- A debriefing session outlining all activities, deliverables and key findings from the engagement for the OMT BCM & ICT WG members on the finding of BCM & OR assessment and way forward.
- A 3-day Crisis and Incident Response Training for the Senior Managers of UN Organizations
MINIMUM ORGANIZATION AND CONSULTANCY TASK FORCE REQUIREMENTS - It should have at least 7 years of practical experience in business continuity planning and management, preferably with direct experience with working for UN agencies and UNCT in this field
- Dedicate at least a Team Leader and Senior Consultant to the task
- It must have experience in the region, particularly in business continuity and working with UN agencies
- It shall demonstrate its capabilities, understanding of the TOR, and methodology of audit approach
The organization has to mobilize highly qualified professionals with proven experience in business continuity planning and management, as well as conducting needs and gaps assessments to these ends, and providing capacity development support to agencies. . . .
