Description of assignment:                            Consultant for the UNDP-GEF Midterm Review (MTR) of the full-sized project titled “Catalysing the Use of Solar Photovoltaic Energy in Iraq (PIMS 5137)”

Type of Consultancy:                                      IC (International)

Duty Station:                                                    Home-based with field visits to Baghdad and Najaf, Iraq

Period of assignment/services:                     15 working days over a time period of 6 weeks and shall  not exceed 2 months

Estimated Starting Date:                                 16 August 2017 to 15 October 2017

UNDP Iraq intends to hire an International Consultant for the UNDP-GEF Midterm Review  (MTR) pf the full-sized project titled “Catalysing the Use of Solar Photovoltaic Energy in Iraq (PIMS 5137)” detailed in the ToR.

Interested professionals are invited to submit their offers as per below instruction: 

  1. Proposals should be submitted to the following e-mail address ic1.undp.iq@undp.org, no later than COB 31 July 2017 (Iraq local Time: +3 GMT).
  2. Specify the Procurement Notice Number (IRQ10-IC086/17) in the e-mail subject header.
  3. Any request for clarification must be sent to: mary.gemme.montebon@undp.org.     A response will be sent directly to the inquirer, via e-mail, and to other Offerors that notified UNDP of their interest to participate (without identifying the source of the inquiry)
  4. Kindly be informed that the UN P11 Form (“CV Form,” ref: Annex 2) must be completed. It is not permissible to submit a Curriculum Vitae in lieu of this form.
  5. Emails sent to the previously mentioned address shouldn’t exceed the limits of 8MB.
  6. Documents to be included when submitting the Proposal:
  • Signed Template Confirmation of Interest and Submission of Financial ProposalAnnex 1.
  • A letter explaining why he/she considers him/herself the most suitable candidate for the work.
  • Personal CV including past experience in similar projects and at least 3 references.
  • UN P11 Form (“CV Form”) Annex 2. UNDP-Iraq reserves the right to disqualify any submissions that have omitted this form.
  • Sample reports of previous work in English.
  • A brief Methodology (based on terms of reference (Annex 3), section 3 - scope of work/outputs), stating how the candidate will approach and conduct the work.
  • A language assessment will be conducted (if necessary) to verify the language(s) proficiency;

Note:-

A.      Financial proposal:

The financial proposal will specify a total lump sum amount and payment terms around specific and measurable (qualitative and quantitative) deliverables. Payments are based upon output, i.e. upon delivery of the services specified in the TOR.

 Financial Proposal Form, providing a breakdown of this lump sum amount (including travel, per diems) is to be provided by the offeror – Annex 1 a/b

B.      Travel Costs:

All envisaged travel must be included in the financial proposal. This includes all travel to join/return from the duty station. In general, UNDP does not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class, he/she should do so using his or her own resources.

Furthermore, Individual Consultant who is at the duty station at the time of hire is ineligible for the travel entitlement.

In the case of unforeseeable travel, payment of travel costs including ticket, accommodation and terminal expenses should be agreed upon, between the respective business unit and the Individual Contractor, prior to the travel taking place.
