Overview : A. General Background The Myanmar Country Office is developing a new Country Programme Document (CPD) 2018-2022. Sustainable peace, effective governance and inclusive, resilient and sustainable development will be the focus of the programme. The new CPD will build on the existing programming in these areas, while expanding its reach from national to sub-national levels, and expand its area of programming into promotion of inclusive economic growth and employment creation focusing on women and vulnerable groups. The new CPD is firmly grounded on two key outcomes: - Sustaining peace through national reconciliation and building an effective democratic state;
- Promoting inclusive resilient and sustainable development and environmental management.
The new CPD will contain the following cross-cutting issues: - Social cohesion
- Resilience (climate/disaster risk reduction)
- Evidence/SDGs
- Integrity/anti-corruption
- Rule of Law/Due Process
- Women's Political and Economic Empowerment
The Country Office recognizes the critical role played by the private sector in fully realizing the key outcomes of the CPD. This spans from inclusive economic growth and employment creation to disaster and climate risk reduction. In preparation for the start of the new Country Programme, the Country Office will therefore explore opportunities for increased collaborations with the private sector within the framework of the CPD. This is part of a stakeholder engagement process to ensure full and effective participation in this effort by all relevant stakeholders. The Country Office is thus seeking an experienced Private Sector Engagement Specialist in support of the new CPD implementation that wilt begin January 2018. B. Description of the Assignment and Scope of Work The Private Sector Engagement Specialist is an expert in private sector dynamics in Myanmar and has a good track record of working with bilateral donors/international organizations in a related area. S/he shall report to the Deputy Country Director (DCD) and work closely with programme teams to develop a private sector engagement plan aligned with the new CPD 2018-2022 including required annexes. The consultant shall: - Study the private sector landscape in Myanmar and analyse engagement opportunities;
- Identify key actors in the private sector such as institutions including the Federation of Chambers of Commerce and Industry, public private partnerships, private companies, international financial institutions (IFls), regional institutions, and others;
- Identify champions/leaders for the CPD related areas in the private sector;
- Identify key entry points for engagement with the private sector;
- Develop an Engagement Plan for the private sector in the context of the CPD and specific inputs into the project portfolio where opportunities for private sector engagement exists;
- Ensure that the Engagement Plan aligns with the objectives of the CPD;
- Build and maintain databases and networks of private sector partners;
- Recommend steps to be taken based on the identified key entry points, differentiating between preliminary and follow-up activities;
- Organise and facilitate introductory meeting(s) between key actors and the Country Office;
Expected Outputs The key outputs to be delivered by the Private Sector Engagement Specialist are as follows: - An Engagement Plan for the private sector aligned with the CPD and input into projects as described above; and
- Final report of the activities conducted, with further recommendations.
C. Duration of Work Mid September — December 2017. Private Sector Engagement Plan must be completed by mid December 2017. D. Duty Station Yangon, Myanmar E. Administrative and Logistical Arrangements The consultant is encouraged to submit a lump sum financial proposal, tied to the deliverables in Clause F, inclusive of living allowance, travel on most economical route, terminal allowance and incidentals. Any in-country travel which is to be undertaken for mission completion will be facilitated and borne by UNDP. F. G. Recruitment Qualifications Education | Master degree in business management, public relations, international development or equivalent. | Competencies: | Partnerships - Maturity and confidence in dealing with the staff of government institutions and private sector;

Functional skills - Demonstrated leadership, facilitation and coordination skills, ability to manage technical team and long term strategic partnership;

- Computer proficiency, especially related to professional office software packages (Microsoft Office);
- Excellent written communication skills, with analytic capacity and ability to synthesize relevant collected data and findings for the preparation of case studies and progress reports;
- Excellent coordination skills and result oriented collaboration with colleagues;
- Ability to work rapidly with multiple teams in various locations, and as required, as well as work remotely;
| Experience: | - At least 5 years of professional and practical experience working with private sector;
- Minimum 2 years working experience with international organizations; Experience in working with national peace architectures and institutions is an advantage;
- Understanding of the Myanmar context is an advantage;
- Excellent organizational skills; strong analytical, research, data gathering, writing and communication skills;
- Strong interpersonal and communication skills; commitment to team work and to working across disciplines;
| Language Requirements. | Fluent written and spoken English; Knowledge of Myanmar/Burmese would be an advantage |
H. Recommended Presentation of Offer - Letter of confirmation of interest and availability.
- Technical proposal clearly stating (i) the profile and previous experience of the consultant relevant to the scope of work and (ii) elaborating why the consultant is most suitable for the work. A copy of the consultant's CV is to be provided.
- Financial proposal: lump sum in US dollars which is all inclusive, for example covering professional fees, living allowances and transport costs, along with other incidental costs. A financial proposal form is provided with the letter of confirmation and availability.
I. Criteria for Selection of Best Offer UNDP will use a combined scoring method, in which the technical proposal will be weighted at 70% and the financial proposal at 30%. Scoring for the technical proposal will be: - University degree in business management, public relations, international development or equivalent - 10%
- Relevance of Experience: 75% total
- At least 5 years of professional and practical experience working with private sector - 25%
- Minimum 2 years of relevant working experience with international organizations - 25%
- Experience dealing with the staff of government institutions and private sector - 15%
- Prior experience of working in Myanmar - 10%
- Approach to completing the assignment: 15%
