Overview :

The United Nations Development Assistance Framework (UNDAF 2014- 2018) is the fourth-generation Programme of UN support to Kenya. The UNDAF was developed per the principles of UN Delivering as One (DaO), aimed at ensuring Government ownership, demonstrated through UNDAF’s full alignment to Government priorities as defined in the Vision 2030 and Medium-Term Plan 2013- 2017 and planning cycles, as well as internal coherence among UN agencies and programmes operating in Kenya. The UNDAF contributes to the overall goal of Kenya’s Vision 2030 of: “Creating a globally competitive and prosperous nation with a high quality of life by 2030, that aims to transform Kenya into a newly industrializing, middle-income country for all citizens in a clean and secure environment”.

The UNDAF reflects the efforts of all UN agencies and key partners working in Kenya. The design of the UNDAF was informed by several strategic discussions both within the UN and with stakeholders, to determine how the UN System is best suited to support the national development goals.

The new UNDAF for Kenya 2018-2022 will be aligned to Kenya’s Vision 2030 and national priorities as outlined the third Medium Term Plan (MTP III), in accordance with the Sustainable Development Goals (SDGs).  To effectively align the new UNDAF to MTP III, the UN is strategically and actively engaged with the process of developing MTP III.  In 2016, GOK launched the SDGs roadmap for the next 2 years. 

The UN Country team in Kenya hope to recruit a team of two consultants, a senior international consultant who will be the team leader and a national consultant to support, provide technical guidance and facilitate the process of developing the UNDAF as outlined in the roadmap for developing the UNDAF.  Specific objectives of the assignment include:

  1. To undertake desk review and Compilation of the Evidence Based Common Country Assessment (CCA). (See Annex 1 on the UNDAF road map outlining details of the CCA)
  2. To facilitate strategic planning and prioritization process of developing the UNDAF which includes actual development of the UNDAF theory of change, results framework, finance and budgetary framework and writing the narrative document.
