Overview : Under the guidance of Joint Secretary, Policy Planning and Development Assistance Coordination Division, National Reconstruction Authority the consultant will undertake the following key tasks: Conduct analysis of reconstruction implementation issues (based on the available reports and consultation with officials of NRA, CL-PIUs and development partners; and identify human resource gaps within NRA (central level and NRA District Secretariat) within the current context of local government structure In consultation with the respective Joint Secretary, Head of NRA District Secretariat and under the overall guidance of the NRA Secretary and the Chief Executive Officer draft TORs for the experts/functions identified
