Overview : Project Title: Development of tuna supply chain analysis and Design a Market-based Sustainable Fishing Manual under the Sustainable Management of Highly Migratory Fish Stocks in the West Pacific and East Asian Seas Project Project Description and Background The Sustainable Management of Highly Migratory Fish Stocks in the West Pacific and East Asian Seas Project aims to remove the main barriers to sustainable fisheries management of highly migratory tuna species in the East Asian Seas, primarily in Indonesia, Philippines and Vietnam by strengthening national capacities and regional cooperation to implement fishery sector reforms that will sustain and conserve the highly migratory fish stocks in the West Pacific Ocean and East Asian Large Marine Ecosystems (LME) whilst also considering climatic variability and change. The Project has three (3) components, namely: Component 1: Regional governance for building regional and national adaptive capacity of Indonesia, Philippines and Vietnam in the management of highly migratory fish stocks. Component 2: Implementation of policy, institutional and fishery management reforms. Component 3: Knowledge sharing on highly migratory fish stocks. This activity is under Component 2: Implementation of policy, institutional and fishery management reforms. The objectives of this component are to enforce compliance with existing national, regional and international legal instruments, implement ecosystem approach to fisheries management (EAFM) and national tuna management plans and enhance adaptive management of shared stocks in the face of climate change. Outcome 2.2 of this component relates to adoption of market-based approaches to sustainable harvest of tunas. The export supply chain is often complex, with product passing through several hands and stages of value–added processing before shipment to diverse markets. Tuna cannery production in the Philippines is over 200,000MTof product processed annually. The increasingly complex trade in tuna, both domestic and export, combined with processing of imported fish for re-export, emphasizes the need to better understand and document the supply chains for different fisheries/gear types and grades of tuna from the EAS region. Market-based approaches to sustainability will also require detailed information on supply chains and in some cases, traceability and catch certification. The WPEA preceding project discussed under Section 2 focused on strengthening the knowledge base of highly migratory tunas in the EAS through improved monitoring and assessment, and on development of national tuna management plans, although policy, legal and institutional arrangements were reviewed in each case. The three countries still lack experience and capacity to apply market-based instruments, such as certification, to meet international requirements for sustainable harvesting and marketing of tunas. Analyses of tuna fishery supply chains, in parallel with a reduction of by-catch and ETP species, will support certification of selected fisheries for the conservation of tuna stocks. Although information is available on supply chains, but has not been compiled. There is also growing market pressure for eco-labeling and/or certification relating to sustainable fisheries and several pre-assessments have been initiated. National consultant is expected to undertake reviews of tuna fishery supply chains and traceability mechanisms, with the assistance of the private sector, industry associations and other stakeholders, with information gathered to be incorporated in provincial/management area profiles and shared in the Consultative Forum. These analyses will be used to inform market-based approaches to sustainably harvest shared tuna stocks. The capacity of national fisheries associations will be strengthened, to effectively promote sustainable fishing practices in the tuna fisheries sector, and support stakeholder awareness of sustainability issues through workshops, tuna supply chain analysis and preparation of market-based sustainable fishing manual. Scope of Work Under the overall guidance of the Project Manager and in collaboration with BFAR-NFRDI, the consultant will work on developing approaches/strategies to develop tuna supply chain analysis and Market-based Sustainable Fishing Manual to tuna fisheries. In particular, the consultant will be responsible to fulfill the following deliverables: Tuna supply chain analysis Develop a survey questionnaires and distribute to the private companies, assisted by government, to get information on various segments along the tuna supply chain for bigeye, yellowfin and skipjack tuna landing in GenSan. Review the collected data from the survey and submit a progress report on tuna supply chain analysis. Conduct additional survey and analysis based on improved data on supply chain analysis. Supply chain analysis includes information such as (catch volume, prices, destination markets, products, sources, issues & challenges regarding the supply chain, etc.). Present the research outputs, including recommendations as needed, at a WPEA Review Workshop, tentatively scheduled in March or June 2018, subject to the progress of this research. After reflection of all comments from the Review Workshop in 5) above, submit a final report by 15 July 2018.

Provide priority fisheries and suggested fishing companies for eco-labelling. Provide certification strategy for the Philippine tuna fisheries. Provide the final version of Market-based Sustainable Fishing Manual.
Duty Station Home based Consultancy. Scope of Price Proposal and Schedule of Payments The consultant shall be paid in lumpsum amount that covers the professional fee, transportation and other expenses that will be incurred such as supplies and materials; printing cost of deliverables, and other incidental expenses. All applicable national taxes will be borne by the consultant. The proposed project cost is a fixed output-based price regardless of any reasonable extension or reduction of the duration of the engagement. The amount shall have the following breakdown: - First Tranche - 10% Upon signing of Contract;
- Second Tranche - 40% Upon submission and acceptance of Progress Report on tuna supply chain and draft version of Market-based Sustainable Fishing Manual;
- Third Tranche - 50% Upon submission and acceptance of final report on tuna supply chain and final version of Market-based Sustainable Fishing Manual

Functional competences - Experience in working in the private sector, or in an outreach position relating with the government and private sector;
- Past experience and effective communication skills for dialoguing with senior level private sector executives;
- Strong initiative and desire to succeed, accountable and willingness to be pro-active in identifying suitable companies for BCtA membership and engaging in appropriate business opportunities;
- Experience and knowledge of the international development sector, e.g. through working at the UN in the private sector engagement and/or development field;
- Existing work experience in the Philippines and with the Philippines-based private sector organizations/companies, donor partners and UN agencies;
- Possess strong intellectual interest in economic development and the role of the private sector in driving poverty reduction; knowledge of private sector – development impact assessment;
- Past international work experience preferred;
- Demonstrated ability to function in a team environment & to deal with complex multi-stakeholder environment.
Qualifications: Education: Experience: a minimum of 25 years’ relevant experience in fisheries activities is required Extensive work experience and skills on Catch Documentation and Traceability, Public and Private Partnership (PPP) Development in Seafood, Fisheries Policy Reform is a big advantage
Language: - Very good command of oral and written English.
Key Competencies Good English writing and communication skills; demonstrated ability to assess complex situations, distill critical issues and draw forward-looking conclusions; Ability to assess the institutional arrangements and capacities; Understanding of political, economic and institutional issues associated with transboundary waters and coastal waters in the country; Experience in working with a multi-disciplinary team Capacity to deliver quality products on schedule; Excellent in human relations, coordination, planning and teamwork;
Criteria for selection process: The offer will evaluated based on the Combined Scoring method – where the qualifications will be weighted a max. of 70% and combined with the financial offer which will be weighted a max of 30%.
