Overview :

The HACT framework represents a common operational (harmonized) framework for transferring cash to government and non-governmental Implementing Partners (IP), irrespective of whether these partners work with one or multiple United Nation agencies. The objective of the HACT framework is to support a closer alignment of development aid with national priorities and to strengthen national capacities for management and accountability, with the ultimate objective of gradually shifting to national systems. It is understood that ‘harmonized’ in the context of the HACT framework refers to agencies implementing a common operational framework using the same, consistent, standardized approach and tools. 

The HACT framework represents a shift from assurance for cash transfers derived from project level controls and audits towards a method of assurance derived from risk/system-based assessments and audits. 

Globally also, UNDP is focusing on its ability to show results for the funding spent particularly in an environment of declining donor funding and increasing competition for what is available. This call for evidence based reporting, a stronger drive for results that require more efficient recording, monitoring and reporting.

UNDP Pacific office in Fiji is therefore seeking qualified individual consultant to undertake to support the IRMU in ensuring HACT Compliancy for the Pacific Office in 2017.
