RFP to Hire National Firm/Institute/Organization for Creation of Virtual Human Rights Mapping Platform

Back Ground:

UNDPs rights-based approach to democracy building in Pakistan focusses on capacity development of state-established institutions tasked to protect and promote basic rights. Against this background, UNDPs basic rights programming focuses on technical and capacity-building support for state-established institutions mandated to protect and promote basic rights. In 2010, Pakistan's 18th Constitutional Amendment introduced reforms that significantly changed the governance paradigm by devolving powers to the provinces. In UNDP Pakistan's focal province Khyber Pakhtunkhwa, the 18th Amendment has also expanded the scope of Human Rights by devolving women's, children's and minorities' rights to the provincial level. A number of government line departments and institutions are now responsible for the protection and promotion of human rights in Khyber Pakhtunkhwa, including the Line Department for Law, Parliamentary Affairs and Human Rights. In 2014, the Government of Khyber Pakhtunkhwa further passed the “Khyber Pakhtunkhwa Promotion, Protection and Enforcement of Human Rights Act” which resulted in the establishment of the Human Rights Directorate within the KP Line Department for Law, Parliamentary Affairs and Human Rights.

In the course of its “Devolving Rights in Khyber Pakhtunkhwa” Project, UNDP Pakistan seeks to strengthen the capacity of the relevant provincial institutions tasked with Human Rights protection and promotion to effectively fulfill their mandates. The overall project aim is to assist the province of Khyber Pakhtunkhwa in establishing its own Human Rights Policy. One of the project's main stakeholders is the newly established Human Rights Directorate which is tasked to monitor the Human Rights situation throughout the province and to provide grievance redressal mechanisms for victims of Human Rights violations.

In 2014, Pakistan was granted the special incentive arrangement for sustainable Development and Good Governance under the EU’s Generalized Scheme of Preferences (GSP+). The related export benefits are however conditional. Regarding Human Rights, Pakistan’s government needs to ensure the effective implementation of seven core Human Rights treaties and fulfill related reporting obligations in order to keep its GSP status. Pakistan has initiated so-called Treaty Implementation Cells (TICs) which have been established both at the federal and provincial level. TICs at the provincial level need additional capacity building support to successfully define and actively shape their mandate.

Submission Deadline

  1. Proposals, with supporting documents, should be submitted by 1st September 2017 Time on [12:30 Hrs] through E-Tendering System; by hand and courier submissions will not be accepted.

  2. Potential applicants should refer to the UNDP’s website for information on how to register on the e-Tendering and how to submit the proposals through e-tendering.

  3. Following Documents must be uploaded in online system before submission of case through online system

     

  1. Signed Proposal Submission Form;
  2. Technical and Financial proposals should be submitted as separate PDF files. Financial Proposal must be password protected.
  3. Proposer’s Profile providing organogram, details of employees, CVs of key professionals and available facilities/expertise; Strength of project management support e.g., project management control, HR, Finance and procurement structure and quality control.
  4. Tax Registration/Payment Certificate issued by the Internal Revenue Authority evidencing that the Proposer is updated with its tax payment obligations, or Certificate of Tax exemption, if any such privilege is enjoyed by the Proposer.
  5. Latest Audited Financial Statements (Income Statement and Balance Sheet) including Auditor’s Report for the past two years 2014-2015 & 2015-2016.
  6. Certificate of Registration of the business, including Articles of Incorporation, or equivalent document.
  7. Official Letter of Appointment as local representative, if proposer is submitting a proposal on behalf of an entity located outside the country.
  8. Three relevant Contracts with National/Multinational Organizations (Provide proof of service with name of the organization and amount of contract.
  9. Statement of Satisfactory Performance from the Top Three Clients in terms of Contract Value the past three years for reference. Note: Please provide the latest contact details of the focal point at client for which performance certificates will be provided.
  10. All information regarding any past and current litigation during the last three (3) years, in which the proposer is involved, indicating the parties concerned, the subject of the litigation, the amounts involved, and the final resolution if already concluded,
  11. CVs of all the personnel that will be assigned to this job.
  12. An affidavit on stamp paper that the proposer has never been black listed by any institution / department / agency and that it has not been involved in litigation with any of its clients.
