| Overview : Legal Aid Botswana (LAB) provides legal advice and represents Clients before the Magistrate Courts, the High Court and the Industrial Court. LAB deals family matters, labour or industrial disputes, contracts, damages, wills and inheritance cases, land issues and alternative dispute resolution (ADR). It endeavors to balance the scales of justice in an independent and impartial manner by making legal aid available to indigent persons as widely as possible. Legal Aid Botswana with the support of UNDP intends to engage a mobile application developer to produce two applications: 1. A USSD based system to allow users to send text messages. 2. A smart phone application, developed for android and apple platforms, downloadable from the relevant application stores. The USSD and Mobile Application systems would be used to reach clients with basic and entry level smart phone handsets. The purpose of this service is to provide a platform to facilitate initial communication between LAB and clients and provide a platform for users to submit contact details and to register as a user on the legal Aid Botswana system, as per the below listed requirements. Following this, alternative means of interaction will be used. The system should also enable legal education messages to be disseminated to a wide audience. The consultant is required to furnish a turn key solution with limited infrastructure investment requirements, preferably functioning as a subscription cloud based solution offering modern, functionality and intuitive graphic user interfaces on the front and back ends. The backend application should be a single point of contact collecting data from both USSD and mobile applications. The Back-end solution should preferably be web accessible cloud hosted, and capable to displaying, storing and reporting on, new registrations, registration details, contact details, time and dates of registration, it should be capable of generating the identified reports and any other features as to be determined through the requirements analysis. The consultant will be required to conduct a detailed requirements analysis, through an exercise engaging with LAB focal points, to clearly determine the functional requirements as well as the backend reporting and data storage requirements of the USSD and Smart phone applications. |
