Overview :

Description of the assignment: The International Expert will be responsible to develop an implementation plan of Nepal’s National REDD+ Strategy and specifically under the 12 strategies and 70 actions. The implementation plan must be framed by the federal structure under Nepal’s Constitution (2015). The international consultant will review all reports prepared by the REDD-IC during the REDD+ Readiness phase and the final draft of the National REDD+ Strategy and the policy and Measures (PAMs) detailed therein. In addition, the consultant will work with multiple stakeholders and follow a consultation process to ensure the active participation of all relevant stakeholders including communities, CSOs and IPO alliances in the development process of the implementation plan. The implementation plan should comply with all relevant UNFCCC decisions and IPCC guidelines, including the REDD+ Cancun safeguards and principles of sustainable forest management, relevant legislation and regulations, and also include potential financing options.

This assignment will be carried out in coordination and leadership of REDD-IC and UNDP Nepal, through a combination of desk research, expert discussion, visits and consultation with key stakeholders.

Period of assignment/services (if applicable): A total of 30 working days, spread over the period from 15 September to 15 December 2017

Duty Station: Home based and three visits to Kathmandu

Any delay in UNDP’s response shall be not used as a reason for extending the deadline for submission, unless UNDP determines that such an extension is necessary.
