Overview :

The Fiji Access to Justice Project, funded by the European Union and implemented by the United Nations Development Programme, supports access to justice for impoverished and vulnerable groups through empowering people to access legal rights and services through the relevant key justice institutions, in conjunction with strengthening those key justice institutions to undertake improved service delivery.  The Legal Aid Commission and the Judicial Department are the two key justice institutions entry points for access to justice, along with links to other institutions, and are being strengthened under this project. Under the Fiji Access to Justice Project support is being provided to the Fiji Judicial Department in the publishing of the annual ‘Fiji Law Reports’.   

 

 

LOT 1 – Production and Digitization of seven years of Fiji Annual Law Reports

 

The details of the requirements are that for each volume of the Fiji Annual Law Reports; for the years 2009, 2010, 2011, 2013, 2014, 2015, and 2016:

 

  • The creation of tables (table of cases reported, table of cases judicially considered, table of statues judicially considered).

  • Creation of index, proofreading, styling of the judgment text to ensure consistency and readability.

  • Creation of a PDF version of the printed report to be able to be used online.

  • For each case a requirement for catchwords and headnotes to be produced.

 

  • The format of the reports is to be in line with the previous productions in 2007 and 2012), A5 sized book, with hardcover in green color.    Photograph attached.

 

  • For each year there will be 150 hard copies produced, in the same style as the Fiji Law Reports 2007 and 2012.

 

  • The estimated timeline for this process needs to be provided against the following milestones:

 

  • First Milestone:  Following the provision to the Company of all the cases for 2009, 2010, 2011, 2013, 2014, 2015 and 2016 which will be provided electronically; the estimate of weeks at which the Volumes will be returned to UNDP for checking by the Fiji Judicial Department of the catchwords, headnotes, formatting and tables.

 

  • Second Milestone: Following the return of the Volumes with any corrections; the estimate of weeks of when the printing will be finalized and Volumes arrive in Suva, Fiji.

  1. Hard cover: (i) Buckram (Green) over 2400 um boards. Gold blocked over silkscreen patches on front and spine

 

  1. (ii) Collate, sewn, plain, endpapers, round backed, head & tail bands

Freight /delivery  cost

Vendors should also provide shipping cost (DAP) as part of their bid submission. This should be inclusive of Freight /import Taxes and Customs Clearance Charges.

 

 

 

 

– Digitization of seven years of the Fiji Annual Law Reports

 

For the seven years of the Fiji Annual Law Reports to be produced above; 2009, 2010, 2011, 2013, 2014, 2015, and 2016, 2008; there is a requirement for these reports to be digitized and placed online.  The online facility would need to be on a portal, which provides legal search and cross referencing, and is at accessible at no cost to a nominate group of Fiji users.  This is expected to involve:

 

  • Create an online parent source to contain multiple volumes as indicated below;

  • Create and implement hyperlinks to facilitate access to Fiji Law reports where the company has publication rights;

  • PDF Versions mirroring print versions for handing up in court; and

  • Electronic processing, including uploading and QA assurances to platform.
