The overall objective of the consultancy service is to contribute to Viet Nam’s efforts to develop and apply new, more effective and practical approaches to mobilizing and managing ODA, within a feasible strategy for transition to ODA graduation while maintaining prudential public and government debt management. In addition to the positive longer term impact of higher effective mobilization and utilization of ODA on Viet Nam’s sustainable development, the immediate impact of this work could include: (i) lower costs of debt servicing on idling (on-going) ODA projects and (ii) lower opportunity costs of the on-going and hard-pipeline projects through better prioritization and faster delivery. The selection will be based on a competitive basis and will comply with UNDP procurement regulations.
