Overview

The UN system engages staff and/or individual consultants using different contractual modalities depending on the job type, duration and funding amongst other things. Individuals engaged to work in programmes or projects are hired under the Service Contract contractual modality, which is a non-staff contract for support services/functions that can be out-sourced e.g. IT, Security etc. It is a decentralized contracting instrument, which is cost effective and flexible for use by some UN agencies and regional centers outside of Headquarters. The remuneration scale and benefits for service contract holders is based on the local market. To ensure that the Service Contracts remuneration scales are reflective of current market conditions, they are reviewed regularly (annually). To that end, UNDP requires services of an experienced Individual Consultant to undertake a market survey with a view to reviewing the current service contract salary scales.  

 

As indicated above, this is an annual exercise. However to avoid the administrative burden of having to procure for the same service annually, UNDP intends to enter into a long term agreement with the successful bidder subject to a satisfactory end of contract evalution after completion of the current years’ report. That is, the successful bidder will be engaged to undert the survey this year (2017), next year 2018 and the year after next (2019). The 2018 and 2019 salary surveys will be undertaken around July/August in 2018 and 2019 respectively. UNDP will enter into a long-term agreement for a period not exceeding three (3) years.
