Overview :

The Resilience and Preparedness toward Inclusive Development (RAPID) Program is a capacity development program in support of the long-term recovery of local governments units and communities in Yolanda-affected areas.  It is implemented by the Climate Change Commission (CCC), in partnership with the United Nations Development Programme (UNDP) and the Australian Government. It is a component of Project Climate Twin Phoenix.

RAPID aims to strengthen approaches and actions on Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) at the local level by capacitating its target Local Government Units (LGUs) and communities on disaster risk assessment and mainstreaming risk assessment results in development planning and preparedness planning. It targets LGUs located along the coastline of San Pedro Bay and Leyte Gulf, namely: City of Tacloban and municipalities of Palo, Tanauan, Dulag, Tolosa, Mayorga, Mac Arthur and Abuyog in Leyte, Basey and Marabut in Western Samar, and Lawaan and Balangiga in Eastern Samar.

The RAPID Program has six project outputs, namely:

  1. Output 1: Climate/Disaster Risk and Vulnerability Assessment

  2. Output 2: Priority Preparedness and Mitigation Actions

  3. Output 3: Awareness Raising and Capacity Building

  4. Output 4: Mainstreaming Climate/Disaster Risk in Land Use and

                    Development Plans

  5. Output 5: Building Resilience of the Poor and Vulnerable

  6. Output 6: Knowledge and Information Sharing

 

Under Output 4 of the program, RAPID will enhance socio-economic development planning at the local level and link this to the investment programming and budgeting processes. For this purpose, technical guidelines on mainstreaming DRR-CCA into Comprehensive Development Plans (CDPs) and Local Development Investment Programs (LDIPs) will be developed in partnership with the Department of Interior and Local Government (DILG) and the target LGUs. The said guidelines will be used by all LGUs in the country.

The purpose of developing the guidelines on mainstreaming DRR-CCA into CDPs and LDIPs is to enhance and/or address the issues and gaps on the existing guidelines related to CDP and LDIP.

The project will need technical guidance on the development of the guidelines on mainstreaming DRR-CCA into development plans. The project will require consultancy services to develop guidelines on mainstreaming DRR-CCA into CDPs and LDIPs, to capacitate the target LGUs and the DILG, and assist the LGUs in applying these guidelines for the preparation/updating of their CDPs. The consultant is expected to provide technical assistance to the RAPID Project Management Unit (PMU) and DILG in developing the guidelines and the LGUs in the adoption of these guidelines.

Scope of Work

The consultant is expected to perform the following:

  1. Review the draft Framework for Mainstreaming DRR-CCA in the CDP;

  2. Develop Guidelines on Mainstreaming DRR-CCA into CDPs and LDIPs;

  3. Organize, facilitate, and document the activities/outputs/deliverables needed by the RAPID PMU/DILG in the development of Guidelines on Mainstreaming DRR-CCA into CDPs and LDIPs;

  4. Coordinate with the RAPID Project Management Unit (PMU), partner government agencies (DILG, HLURB, etc.), and target LGUs in scheduling activities and in making the necessary administrative and logistical arrangements for the delivery of Guidelines on Mainstreaming DRR-CCA in the CDPs and LDIPs;

  5. Serve as resource person for the Guidelines on Mainstreaming DRR-CCA into CDPs and LDIPs and provide additional resource persons as may be needed;

  6. Serve as resource person during the conduct of Expert Group Meetings (EGMs), where the technical and operational soundness of the proposed methods and tools are evaluated by other experts. This would entail preparation of presentations to facilitate consultation meetings;

  7. Consult with RAPID-PMUand DILG on any issues/difficulties related to the project;

  8. Be available to answer any queries or update information throughout the duration of the project and provide other relevant inputs and advice that are related to the project;

  9. Review and provide inputs for the finalization of the draft Facilitator’s Guide on Climate and Disaster Risk Assessment (CDRA);

  10. Provide technical assistance to the target LGUs in the preparation/updating of their CDPs;

  11. Serve as resource for the Training of Trainers for DILG Regional Focal Persons; and,

  12. Advice RAPID-PMU and DILG on other activities and other technical inputs towards completion of the Guidelines on Mainstreaming DRR-CCA into CDPs and LDIPs.

 

The consultant is expected to produce/conduct the following:

 

  1. Finalized framework for Mainstreaming DRR-CCA in the CDP and LDIP;

  2. Guidelines on Mainstreaming DRR-CCA into CDPs and LDIPs;

  3. Review of existing frameworks and guidelines on mainstreaming DRR-CCA into plans;

  4. Field data collection (secondary data, information sources, published documents, results of key informant interviews);

  5. Local development planning profile;

  6. Expert Group Meetings (EGMs), consultation workshop with experts, target LGUs and relevant institutions;

  7. Training designs, modules/training materials;

  8. Inputs on the Facilitator’s Guide on CDRA;

  9. Training-workshop on the use of the guidelines for the target LGUs;

  10. Coaching and Mentoring Workshop/On-site Technical Assistance for the 12 target LGUs; and,

  11. Training of Trainers for DILG Regional Focal Persons.

 

Institutional Arrangement

The consultant shall be engaged and directly paid by UNDP.

For the duration of the contract, the consultant shall report to the DILG through Bureau of Local Government Development (BLGD) - Project Development Division, in the delivery of the terms of reference.  Reporting is output-based and all reports must be submitted to DILG-BLGD for review.  However, progress and status reports on the outputs shall be requested from time to time.  Final outputs should be formally accepted by the DILG-BLGD before any payment will be made.

For coordination, discussion or reporting on progress of activities as may be required by the DILG-BLGD, RAPID PMU and the UNDP, the consultant must shoulder the cost of travel. The travel expenses during field works and monitoring visits, and materials and related costs for the engagement shall be borne by the consultant.

Duration of Work

To undertake the tasks, procedures and expected outputs, the consultant shall be engaged for a period equivalent to six (6) man-months commencing upon signing and will be valid until all outputs have been delivered and accepted. The target start-of-work date is November 1, 2017 and the expected completion date is July 31, 2018.

In case of default in the delivery of expected outputs/products: three percent (3%) of the total cost of the service for each day of delay with respect to the delivery dates agreed in the contract, provided that the cause of delay of submission is not attributable to the consultant.

In case of default on the quality of products delivered according to what it was agreed in the requirement: suspension of the next payment until the consultant revises the identified requirement.

 

Duty Station

The consultant must be available to do field works in the provinces of Leyte, Samar and Eastern Samar.  Also, he/she must be available to report to RAPID-PMU and DILG-BLGD in Manila.

The consultant will not be required to report to the office regularly, subject to the necessity of his services as determined by the DILG-BLGD, and status reports on the outputs shall be expected from time to time.

Scope of Price Proposal and Schedule of Payments

Travel and related costs (i.e. transportation, accommodation, daily subsistence allowance etc.) for the engagement are included in the contract price and shall be borne by the consultant.

Payment will be made in installments based on satisfactory completion of agreed outputs:

  • First Tranche        20% - Upon contract signing and approval of Inception Report, including approved Work and Financial Plan;
  • Second Tranche   20% -  Upon submission and acceptance of Draft Guidelines on Mainstreaming DRR-CCA into CDPs and LDIPs for EGM Review;
  • Third Tranche       20% - Upon submission and Acceptance of Final Mainstreaming Guidelines;
  • Fourth Tranche     20% - Upon submission and acceptance of consolidated Report on the On-site Mentoring for Target LGUs
  • Fifth Tranche        20% - Upon submission and acceptance of the Final Report

Functional competences

  • Experience in working in the private sector, or in an outreach position relating with the government and private sector;
  • Past experience and effective communication skills for dialoguing with senior level private sector executives;
  • Strong initiative and desire to succeed, accountable and willingness to be pro-active in identifying suitable companies for BCtA membership and engaging in appropriate business opportunities;
  • Experience and knowledge of the international development sector, e.g. through working at the UN in the private sector engagement and/or development field;
  • Existing work experience in the Philippines and with the Philippines-based private sector organizations/companies, donor partners and UN agencies;
  • Possess strong intellectual interest in economic development and the role of the private sector in driving poverty reduction; knowledge of private sector – development impact assessment;
  • Past international work experience preferred;
  • Demonstrated ability to function in a team environment & to deal with complex multi-stakeholder environment.

Qualifications:

Education:

  • Master’s degree in environmental planning, environmental science, or related field

Experience:

  • Licensed Environmental Planner;

  • Minimum of 5 years of work experience related to planning especially in CLUP, CDP, and LDIP;

  • Has experience in disaster risk reduction and management, climate change adaptation, or related field

  • Has experience in leading/managing studies on local development planning and in providing information for policy discussions

  • Has proven track record in urban and regional planning

Language:

  • Very good command of oral and written English.

Criteria for selection process:

The offer will evaluated based on the Combined Scoring method – where the qualifications will be weighted a max. of 30%, work experience will be weighted a max. of 40%  and combined with the financial offer which will be weighted a max of 30%.
