Trainings and support to PVE online content production

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women (previously UNIFEM) has been operating in Bangladesh since 2006. Since the launch of UN Women in 2011 the office has intensified its work with a range of stakeholders in Bangladesh including the government, civil society, women’s organizations, UN agencies and donors, towards the promotion of gender equality and women’s empowerment.

UN Women Bangladesh is currently working to ensure a gender sensitive approach to understanding and preventing violent extremism (PVE). It is an approach firmly based on the empowerment of women to build resilient, cohesive and peaceful communities, with a focus on those that are most marginalized and in particularly vulnerable situations.

BACKGROUND AND JUSTIFICATION:

Since the adoption of Security Council Resolution 1325 in 2000, the Women, Peace and Security agenda (WPS) has grown to generate a body of knowledge that provides critical guidance to strengthening policy and practice on preventing and countering terrorism and violent extremism. This has been recognized by Security Council resolution 2242 (2015) – the eighth resolution on WPS – and numerous other recent international policy frameworks. In particular, the fifth review resolution of the UN’s Global Counter Terrorism Strategy (2016) was notable for underscoring the important role of women in countering terrorism and violent extremism. This is reflective of the emphasis on women in the Secretary General’s Plan of Action to Prevent Violent Extremism (2016) which includes gender as one of the seven priority areas for action. In addition, the Plan of Action highlights the critical role of media in disseminating messages of peace and tolerance, and countering the narratives of violent extremists.

These priorities emphasized in the Plan of Action respond to the increased use by terrorist organizations of harmful gender stereotypes in recruiting young men and women to their cause. Online recruitment videos by violent extremist actors glamorize men’s engagement in violent activity, and encourage young women to join the cause through marrying fighters and bearing children.

At the meeting of an expert forum of leaders from South Asia, convened by UN Women and the Counter-Terrorism Executive Directorate in September 2017, to reflect on how to better engage communities in approaches to countering violent extremism and incitement, the production of effective counter-narratives to tackle these gendered recruitment approaches was identified as a priority. The forum of leaders agreed that using new forms of media and adopting creative approaches are essential to countering extremist ideology in the online space. UN Women Bangladesh is building on this recommendation by seeking to support skill-building for women to develop and disseminate online counter-narratives for PVE. 

PURPOSE:

The project team is expected to undertake the following key activity:

  • Design and lead workshops/trainings with women in Bangladesh to build their skills in the development of PVE content, that results in the production and dissemination of online PVE material.

The project is expected to result in the production of social media content that address themes of women and PVE through a participatory process that strengthens the skills of participants.

ACTIVITIES: 


  • Develop a justification of the methodological approach that will be used to determine the type of online content created, the potential trainers/media production support team to be involved, and the process of selection to be used.
  • Develop a workplan for the project with timelines, including for conduct of two workshops/trainings;
  • Conduct two workshops/trainings on PVE content production with young women from rural communities;
  • Coordinate the dissemination of online content on gender and PVE, produced as a result of the trainings/workshops. The project team is expected to ensure a methodology and strategic approach that results in wide dissemination and reach of the produced content.  

TIMEFRAME AND LOCATION:

The total duration of the engagement is for a period of 3.5 months (tenative). The workshops will be conducted Jessore and Dinajpur in preselected centers.

REQUIRED QUALIFICATIONS

  1. Company Profile
  • Must be a legally registered entity
  • Minimum 2 years experience in trainings, web interactive technologies, and multimedia/video production
  • Must have experience working on social causes
  • A Company with cultural sensitive experience in dealing with issues of violent extremism and the development of counter narratives is an advantage
  • At least 3 references, from contracts performed within the last two years, including one from a non-profit/ government or UN agency.
  1. Team members will be assessed on the following:
  • General qualification
  • Suitability for the project
  • Professional experience in the area of specialization as required by the ToR
  • Knowledge of Bangladesh
  • Language qualifications

The team composition is expected to include an overall team leader.

The overall team Leader should have:

  • Master’s degree (or equivalent) in International Development Studies, Social Sciences, Politics, Law, Human Rights, Gender, Women Studies, Economics, Monitoring and Evaluation or related field.
  • Minimum of 5 years relevant experience in the area of policy and/ or programming on preventing and countering violent extremism.
  • Substantive experience in undertaking similar projects is preferred.
  • Proven experience in producing counter-narratives.

Team members should have relevant experience in the area of trainings and media production.

Samples

For the proposal to be considered, the company must submit 2 samples of similar or relevant work which will be evaluated based on the evaluation criteria described in Annex 3.

ROLES AND RESPONSIBILITIES OF THE PARTIES

UN Women Bangladesh will provide technical guidance where possible. The Supplier shall be required to bear all the related costs and work independently to successfully achieve the end results.

COMMUNICATION AND REPORTING OBLIGATIONS

The supplier will report to the Women, Peace and Secuirty Programme Specialist, Bangladesh.
