Consultancy Title: Inception Support Officer (National Position)

Project Name:  RMI Ridge to Reef Project

Period of assignment:  45 days starting no later than February 2 and completing by and completing by April 6 , 2018

Duty Station: Suva, Fiji and may also be expected to travel to field when necessary

  1. BACKGROUND

     

The RMI National Ridge to Reef Project aims to support operationalizing the Reimaanlok – the National Conservation Area Plan, adopted in 2008 to effectively conserve at least 30% of the nearshore marine resources and 20% of the terrestrial resources across Micronesia by 2020. The project objective is to sustain atoll biodiversity and livelihoods by building community and ecosystem resilience to threats and degrading influences through integrated management of terrestrial and coastal resources. The Project will run through 5 years (2017 -2022) with GEF budget of USD 3,927,981 and co- financing USD 4,057,139.

 

OUTCOME 1: Conservation areas delineated, declared and efforts sustained in up to 5 priority atolls to meet Reimaanlok targets and contributing to the Micronesia Challenge and Aichi targets

 

OUTCOME 2: Supportive policies, institutions and communities in place to ensure successful implementation of the Reimaanlok vision

 

OUTCOME 3:Knowledge Management and Monitoring & Evaluation

 

 

 

 

 

 

 

 

 

  1. SCOPE OF WORK

The primary responsibility of the Inception Support (ISO) is to assist the UNDP and the Project Implementation Unit (PIU) in successfully initiating the start-up phase of the National Ridge to Reef Project for Marshall Islands project. The ISO – will play a critical role in ensuring that the RMI R2R project kick-starts effectively and efficiently by providing the needed leadership and support to the Project Implementation Unit and UNDP.  With the growing portfolio of GEF – UNDP supported projects, there is a need for the services of the ISO.  Previous working knowledge of UNDP is advantageous as the consultancy requires an individual who settle quickly and provided much needed support. In particular, the R2R Marshall Islands Project, is Directly Implemented by UNDP. This will require additional support especially during inception phase, first 1-2 months, while the project implementation Unit is recruited and still settling into their respective roles.  The ISO will also be expected to support other projects in the Resilience and Sustainable Development Team. Detailed objective of the position is described below. Refer to Annex 1 -Terms of Reference  for details.

 

 

 

3.     REQUIREMENTS FOR EXPERIENCE AND QUALIFICATION

 

Qualifications:

Educational Qualifications:

  • Minimum Degree in development studies, environmental science/studies, natural resource management and/or related field.

Experience

  • Experience in organizing meeting, workshop and stakeholders consultations.
  • Experience in administration and finances related to projects
  • At least 2 years of experience in developing and implementing Locally Management Marine Protected Areas, Biodiversity Conservation, Sustainable Land management and Climate Change
  • At least 3 years of working experience  in Fiji and/or or small island nations
  • Experience in developing and / or supporting  implementing of GEF,UNDP project and/or other development agency  supported projects
  • Previous experience with UNDP is advantageous especially knowledge of ATLAS
  • Previous experience providing support for development projects in the Pacific.
  • Proven track record of project management and project team experience working with government, NGOs, and other key stakeholders
