Overview :

Government of Uganda, through Ministry of Water and Environment (MWE) is currently developing a proposal, “Building Resilient Communities and Ecosystems through Restoration of Wetlands and Associated Catchments in Uganda” to be submitted to the Green Climate Fund (GCF). The proposal is for an eight (8) year project aimed at restoration of degraded wetland ecosystems and enhancing resilience of at least 800,000 households in south-western and eastern Uganda. The Green Climate Fund (GCF) is a new fund created under the United Nations Framework Convention on Climate Change (UNFCCC) and is designed to support developing countries mover towards low emissions and climate resilient development. The proposed executing entity for the project is the Ministry of Water and Environment through the Directorate of Environmental Affairs. The partner or collaborating entities will include the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF), the National Forestry Authority (NFA), the Uganda Wildlife Authority (UWA), Uganda Tourist Board (UTB), the Directorate of Water Resources Development and the private sector, Ministry of Local Government and relevant District Local Governments.   The key result areas of the proposed project include:-

  • Reduced emissions;
  • Analysis of current and trends in  use of wetlands, forestry, and other land uses;
  • Increased resilience of most vulnerable people and communities;
  • Health, well-being, food and water security;
  • Ecosystems and ecosystem services.

However, the following key areas where require additional background data i.e. climate & weather change information, hydrology of wetlands; alternate livelihood options, population and beneficiary analysis, governance, sustainability and exit strategy. This information should be derived from a pre-feasibility as well as full feasibility study conducted in the proposed project sites. The UNDP Uganda Country Office currently seeks to hire the services of a consultancy firm to undertake a Suitability assessment of agriculture and water management techniques.

Objectives of the Consultancy:

The overall objective of this consultancy is to carry out a feasibility study involving desk review and field work to generate secondary data that will feed into the proposal development process.

Specific objectives:

The specific objectives include the following:

  • Review related literature and databases for data on climate and weather, hydrology; alternative livelihood options; and population as well as population density for the target communities  in South western and Eastern Uganda;
  • Compile  and analyze the required data and submit it to MWE and UNDP.
