Jordan’s administrative system has been characterised by a high degree of centralisation to the extent that decision-making process on local planning and development has tended to have been directed by central government. There has been popular and high-level political support for defining a new decentralised approach towards government, decision-making and development planning. This shift is coherent with national development priorities, such as those articulated in the Jordan 2025: National Vision and Strategy.

The adoption in 2015 of a new legislative framework for decentralisation – including the Decentralisation Law (which establishes the role and responsibilities of Governorate Councils) and the Municipality Law (which defines the role of Municipal Mayors, Municipal Councils and Local Councils) – was an important first step towards that new approach, and provides a basis for elected sub-national councils to take a key role in identifying and developing citizens’ local needs in terms of public services and infrastructure. Elections to those councils were successfully held in August 2017, and the councils have now taken office and started work.

With financial support from the European Union, UNDP has established the Decentralization and Local Development Support Programme (DLDSP) to provide support to the Government of Jordan, and the Ministry of Interior, to effectively manage and guide the implementation of decentralization reform through the application of the Decentralization and Municipalities laws of 2015 by the elected Governorate and Municipal councils. The DLDSP will operate through the Local Development Directorate (LDD) at the Ministry of Interior (MOI) and through its corresponding LDD at the Ministry of Municipal Affairs (MOMA), working under the umbrella and the guidance of the Inter-Ministerial Committee for Decentralization and its Executive Committee, which is composed of the MOI, MOMA, the Ministry of Planning and International Cooperation (MOPIC), the Ministry of Political and Parliamentary Affairs (MOPPA), the Ministry of Finance (MPF), the Ministry of Public Sector Development (MPSD) and the Ministry of ICT Development.

The DLDSP seeks to achieve three results:

Result 1: The policy, legislative and regulatory framework pertaining to decentralization has been adopted;

Result 2: Capacities of the Governorate-based structures in strategic planning, budget analysis and monitoring are strengthened;

Result 3: Participatory Development Plans have been properly elaborated at Governorate level through strengthened dialogue with Non-State Actors and increased citizens’ participation (including identification of local productive projects to be established).

The DLDSP has a full-time Programme Support Team (PST) that provides high level technical and administrative support to the MOI/MOMA and to the programme’s implementation. The PST works closely with designated Decentralization Support Teams (DST) from MOI and MOMA to perform their functions and in the implementation of activities.

The Programme also recruits specialized short-term technical offerors to provide in-depth knowledge in specific areas of focus to support the various tracks of activity to be launched by the Programme who will be coupled with the DSTs to contribute to building their capacities, to ensure sustainability and institutionalization of capacity at both ministries and to backstop the implementation of the reform in the longer-term.

Following the August 2017 elections, and following the recommendations of the mapping assignment and the benchmarking of the sub-national system, one of the main the focus of the DLDSP will include supporting the development of capacities of the national and local relevant actors-governorates and municipalities- to implement the Decentralization and Local Development process through training, mentoring and/or coaching; the development of training material; and the improvement of horizontal and vertical coordination.
