Maximum proposed value in US$: 25,000 USD Brief Background of the Project Myanmar Climate Change Alliance (MCCA) was launched in 2013 and is jointly implemented by the United Nations Human Settlements Programme (UN-Habitat) and the United Nations Environment Programme (UN-Environment). The main government partner ministry is the Ministry of Natural Resources and Environmental Conservation (MoNREC) but the programme also works closely with several other ministries and government agencies. The overall objective of MCCA is to mainstream climate change into the Myanmar policy development and reform agenda. In 2017, the MCCA Programme has gained considerable momentum and progressed towards all expected results. Under expected result 3 ‘Lessons drawn on climate change from sub-national and local level activities inform policymaking and are communicated to relevant decision-makers in the relevant sectors’, two field adaptation projects have been initiated by the MCCA and ECD/MoNREC in townships of the Dry Zone Area, Pakokku and in the Delta Area, Labutta. Under this result, MCCA has already implemented small-scale infrastructure activities that require management over the long-term, possibly through generation of small incomes from the management and selling of useful servicers (clean water, sanitation, renting rooms). Management teams for these facilities will now be formed and women groups could manage such services to achieve both sustainable management of the facilities and generation of incomes. In order to support women affected by climate change to be empowered economically and socially, and thus to be less vulnerable to climate change, UN-Habitat is therefore seeking two partners grass-root organizations or local NGOs with the ability to mobilize women in the Pakokku and/or Labutta Townships areas of implementation of the MCCA project. This partnership will enable a number of women from climate change vulnerable areas to contribute to the resilience of villages and the township, while sustaining the use of facilities created with the project. Objective of the work To Support target villages in Pakokku Town and/or Labutta Township in adapting to climate change, by empowering women, in line with the Local Adaptation Plan of the Township and the Social Sustainability Plan. Expected outcomes - Women are organized to support each other and have increased economic and technical skills;
- Women learn new skills that would allow them to earn more money and be less vulnerable against natural disasters and reduced productivity in agriculture resulting from climate change
- Women are included in the decision-making for the long-term use of the infrastructure under construction by MCCA.
Main activities The Implementing Partner will be undertaking activities as follows (but not limited to) - Forming Self-Help Groups for vulnerable women-led households and women
- Conduct basic vocational trainings on
- Training for accounting
- Sewing trainings
- Conduct refresh advanced trainings on
- Establish management committee generating resources from community-based services established by the MCCA project, including the management of flood and cyclone shelters as community meeting rooms and schools; management of water and sanitation facilities
Risk Analysis Risk Identified | Risk Impact | Risk Likelihood | Mitigation Measure | Awareness of CC implications is low and groups involved do not understand the value of the intervention | Medium | Low | The MCCA-led activity shouldl hold a number of training of awareness in connection with the trainings, with women groups to increase awareness and thus ensure better sustainability | The women involved rotate and do not participate fully in the training and in the management of the services thereinafter | High | Medium | The women grassroot organizations will be responsible to conduct a pre-selection of beneficiaries and select the most interested and active participants to continue towards the advanced training and the management of the facilities |
