Overview :

The Resilience and Preparedness toward Inclusive Development (RAPID) Program is a capacity development program in support of the long-term recovery of Local Government Units (LGUs) and communities in Yolanda-affected areas. It is implemented by the United Nations Development Programme (UNDP) - Philippines and the Australian Government.

The RAPID program aims to strengthen the approaches and actions on Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) at the local level by capacitating its target LGUs and communities on disaster risk assessment and mainstreaming these outputs in development formulation and preparedness planning. The project is being implemented to municipalities located along the coastline of San Pedro Bay and Leyte Gulf which are: Tacloban City, Palo, Tanauan, Tolosa, Mayorga, MacArthur and Abuyog in Leyte, Basey and Marabut in Samar, and Lawaan and Balangiga in Eastern Samar.

The Program has seven project outputs and these are as follows:

  • Output 1: Climate/Disaster Risk and Vulnerability Assessment

  • Output 2: Priority Preparedness and Mitigation Actions

  • Output 3: Awareness Raising and Capacity Building

  • Output 4: Mainstreaming Climate/Disaster Risk in Land Use and Development Plans

  • Output 5: Building Resilience of the Poor and Vulnerable

  • Output 6: Knowledge and Information Sharing

  • Output 7: Community-Based Disaster Risk Reduction and Management

Under Output 1, the development of a Climate/ Disaster Risk and Vulnerability Assessment aims to determine the nature and extent of risks by analyzing potential hazards and evaluating existing conditions of vulnerability and adaptive capacity. This output is dependent on the establishment of the Climate and Exposure Database (ClimEx.db). The latter is a set of software and tools that will enable the RAPID Partner LGUs to collect, organize, and manage relevant and timely information such as the structural, demographic, and socio-economic profile of households, production areas, buildings, and landmarks. ClimEx.db, along with the different hazard, land use, and natural resource maps will be used as bases for the formulation of the Climate/ Disaster Risk and Vulnerability Assessment.

Given the success of the recent pilot testing conducted in one of the partner LGUs of the RAPID Program, ClimEx.db mobile and desktop application is geared up for implementation. The consultant will be tasked to conduct a full-scale ClimEx.db enumeration training for the four municipalities under the RAPID Program.

SCOPE OF WORKS

The consultant is expected to perform the following duties:

  • Conduct a series of ClimEx.db enumeration trainings on the four (4) partner LGUs of the RAPID Program these are—Basey and Marabut in Samar; and Lawaan and Balangiga in Eastern Samar. These trainings should comprise:

    • Lectures regarding the ClimEx.db questionnaire, definition of survey jargons and other technical terminologies in layman’s term;

    • Comprehensive run-throughs and hands-on activities of the ClimEx.db mobile application. Its operation procedures, design of user interface, survey logic, data management, and other necessary attributes;

  • Discussions and presentations on the uses and functions of the ClimEx.db desktop application and how to navigate the software. These should also involve exercises re exporting to CSV files and other supplementary features that might be relevant to the LGUs.

  • Mock survey and interview to ensure that all participants were able to completely understand the questionnaire and operate the mobile tool.

  • Provide manuals/ guidebooks and survey protocols during trainings.

  • Troubleshooting and monitoring of problems that may arise from the ClimEx.db system. These may include but not limited to glitches in the application, software and hardware compatibility issues, and server concerns.

  • Provide all needed logistic and administrative arrangements for the training such as the printing of manuals/ guidebooks, preparation of training supplies/ kits, meals and accommodations of the participants, training venue, and transportation.

  • Report and coordinate with RAPID on a regular basis for updates on the schedule of activities, training design, problems and challenges encountered, and changes that may affect the agreed timeline and workplan.

INSTITUTIONAL ARRANGEMENTS

The consultant shall be engaged and directly paid by UNDP.

For the duration of the contract, the consultant shall report to the UNDP – Inclusive and Sustainable Development (ISD) Unit through the RAPID – Project Management Unit (PMU) in the delivery of the terms of reference. Reporting is output-based and all reports must be submitted to UNDP-ISD. Final outputs should be formally accepted by the UNDP-ISD before any payment is made.

For coordination, discussion, or reporting on progress of the activities as may be required by the Project, the consultant must shoulder the cost of travel. The travel expenses during field works and monitoring visits, as well as materials and related costs for the engagement are all included in the contract price.

DURATION OF ASSIGNMENT AND SCHEDULE OF PAYMENT

To undertake the tasks, procedures, and expected outputs, the consultant shall be engaged for a period equivalent to three (3) man-months commencing upon signing and will be valid until all outputs have been delivered and accepted. The target start-of-work date is February 1, 2018 and the expected completion date is May 1, 2018. The schedule of payments divided into five (5) tranches is as follows:

  • First Tranche         20% - Upon signing of Contract and submission and workplan;
  • Second Tranche   40% - Upon submission of accomplishment report with photo documentation on the conduct of enumeration training for the first municipality;
  • Third Tranche      15%  - Upon submission of accomplishment report with photo documentation on the conduct of enumeration training for the second and third municipality;
  • Fourth Tranche    15%  - Upon submission of accomplishment report with photo documentation on the conduct of enumeration training for the fourth municipality;
  • Fifth Tranche       10%  - Upon submission of final documentation detailing lessons learned, recommendations, problems and challenges encountered from all the trainings conducted and the ClimEx.db system itself

 

In case of default on the quality of products delivered according to what was agreed: the next payment shall be suspended until the consultant revises the identified requirement.

DUTY STATION

The consultant will be based in Manila and should be able to travel and do field works and monitoring activities in Region 8.  Also, he/she must be available for reporting to the UNDP-ISD office in Manila when the need arises.

FUNCTIONAL COMPETENCIES

  • Experience in working in the private sector, or in an outreach position relating with the government and private sector;
  • Past experience and effective communication skills for dialoguing with senior level private sector executives;
  • Strong initiative and desire to succeed, accountable and willingness to be pro-active in identifying suitable companies for BCtA membership and engaging in appropriate business opportunities;
  • Experience and knowledge of the international development sector, e.g. through working at the UN in the private sector engagement and/or development field;
  • Existing work experience in the Philippines and with the Philippines-based private sector organizations/companies, donor partners and UN agencies;
  • Possess strong intellectual interest in economic development and the role of the private sector in driving poverty reduction; knowledge of private sector – development impact assessment;
  • Past international work experience preferred;
  • Demonstrated ability to function in a team environment & to deal with complex multi-stakeholder environment.

 

QUALIFICATIONS

Education:

  • Bachelor’s degree or a diploma in any computer or programming related course;

Experience:

  • At least 5 years of experience in working with national agencies or local government units;

  • At least 3 years of working experience and knowledge in Open Data Kit and Qlik Sense

  • At least a year of experience in conducting trainings and workshops;

     

Language:

  • Excellent oral and written communication skills in English

Skills

  • Able to write technical and accomplishment reports;

  • Able to communicate and coordinate well with various project partners, local government units, and other stakeholders;

  • Able to work well with minimal supervision;

  • Able to work and deliver outputs under pressure.

Criteria for selection process:

The offer will evaluated based on the Combined Scoring method – where the qualifications will be weighted a max. of 70%, and combined with the financial offer which will be weighted a max of 30%.
