Overview :

UNDP is assisting the Philippines to identify technical, institutional and financial needs to integrate climate change adaptation into ongoing medium and long-term national planning through advancing the National Adaptation Plans process. The government of the Philippines has requested UNDP and the Food and Agriculture Organisation (FAO) of the UN’s support to develop project proposals to the Green Climate Fund (GCF) to formulate and implement its National Adaptation Plan (NAP) process. This support is led by the UNDP NAP GSP and the FAO, in close collaboration with the Philippines Country Office, the National Designated Authority to the GCF at the Department of Environment and Natural Resources and other key national counterparts. It builds on ongoing initiatives led by UNDP and FAO, including the GCF Readiness Programme and the Integrating Agriculture into NAP Programme, which are both funded by the German Federal Ministry of Environment and Nuclear Safety (BMUB).

Agriculture and water resources have been identified as the two priorities these NAP proposals to the GCF will focus on, given these sectors’ importance for the country’s development and their vulnerability to climate change. UNDP will take the lead on supporting the Government in defining their priority action to plan for climate adaptation in the water sector.

The overall scope of this support includes technical assistance to identify specific needs, capacity gaps, and design activities to operationalize support with regards to advancing the National Adaptation Plan (NAP) processes in the water sector. This also includes the development of a proposal for mobilizing resources to undertake the NAP process.

OBJECTIVES OF THE ASSIGNMENT

The objective of this assignment is to develop a project proposal to plan outputs, activities to operationalize the needs identified during initial consultations. They will help the Government identify and plan for technical support activities and multi-sectoral cooperation to formulate and implement the NAP process in the water sector. This will include identifying areas for resource mobilization, analyzing gaps in institutional capacity to initiate the NAP process, suggest tangible ways of addressing capacity gaps as well as locate strategic opportunities for follow-up. This assistance is also expected to contribute to building awareness about the NAP process in the country and be able to support the communication of the results to stakeholders both in-country as well as externally.

SCOPE OF WORKS

In coordination with the Country Office and the UNDP Technical Specialist at the Bangkok Regional Hub, the consultant will be responsible for:

  • Reviewing climate change adaptation and water sector-related policy documents and contribute to the final interview grid.

  • Coordinating with the Government authorities requesting technical support (for instance DENR, NWRB) for the NAP process, identifying needs and strategic priorities and defining the scope of technical assistance for advancing the NAP process in the water sector;

  • Convening meetings with Ministries including the Climate Change Commission and Office, Departments of Environment and Natural Resources, National Water Resources Board, Department of Budget and Management, National Economic Development Authority, as well as development partners such as the Japanese International Cooperation Agency (JICA), US Agency for International Development (USAID), The German International Cooperation Agency (GIZ) and the Global Water Partnership, to collect and review relevant information on ongoing initiatives, map entry points for adaptation planning in the water sector, conducting a stock-taking exercise, and identifying areas for resource mobilization to advance the NAP process. A list of stakeholders met and short summary report of the results of these consultations should be included as an annex to the GCF proposal.

  • Identify specific activities for water sector integration in NAP, based on the needs and gaps assessment and draft parts of the project proposal as required.

  • Prepare the proposal for NAP Readiness for GCF, based on GCF guidelines and criteria, coordinating with the NAP GSP Technical Specialist and the Country Office at all times, taking into account his/her inputs and commentaries and assuring a high quality delivery.

 

The tasks associated with this Terms of Reference are expected to be completed through a combination of (a) home-based preparatory and coordination work; (b) leading or participating in country level consultations (together with NAP-GSP partners) and; (c) drafting of bankable proposal/s, stock-taking report/s, based on the outcomes of the in-country consultations;

DURATION OF ASSIGNMENT, DUTY STATION AND EXPECTED PLACES OF TRAVEL

Duration:  Up to 40 days between 1st March and 31th July 2018

Duty station:  Manila, the Philippines

No expectation of air travel. The financial proposal of the IC should be all-inclusive and shall cover professional fees (IC and support personnel, if any) and overhead costs, such as, travel expenses (i.e. commute, fuel charge), office supplies, insurance coverage, and other incidental expenses.

 

SCHEDULE OF PAYMENT

  • First Tranche         30% - Upon review of climate change adaptation and water sector-related policy documents and contribute to the final interview grid;
  • Second Tranche   20% - Upon undertaking gaps and needs assessment for the formulation of the NAP in the water sector ;
  • Third Tranche      25%  - Upon submission and acceptance of the Draft outline of a NAP project proposal;
  • Fourth Tranche    25%  - Upon submission and acceptance of the Finalize one project proposal for resource mobilization for the NAP formulation and implementation process in the water sector;

PROVISION OF MONITORING AND PROGRESS CONTROLS

The consultant will be supervised by the UNDP Philippines’ Programme Manager  of the Inclusive and Sustainable Development Unit and the UNDP NAP Technical specialist at the Bangko Regional Hub throughout the consultancy.

FUNCTIONAL COMPETENCIES

  • Experience in working in the private sector, or in an outreach position relating with the government and private sector;
  • Past experience and effective communication skills for dialoguing with senior level private sector executives;
  • Strong initiative and desire to succeed, accountable and willingness to be pro-active in identifying suitable companies for BCtA membership and engaging in appropriate business opportunities;
  • Experience and knowledge of the international development sector, e.g. through working at the UN in the private sector engagement and/or development field;
  • Existing work experience in the Philippines and with the Philippines-based private sector organizations/companies, donor partners and UN agencies;
  • Possess strong intellectual interest in economic development and the role of the private sector in driving poverty reduction; knowledge of private sector – development impact assessment;
  • Past international work experience preferred;
  • Demonstrated ability to function in a team environment & to deal with complex multi-stakeholder environment.

QUALIFICATIONS

Education:

  • Master degree or above in water resources management, hydraulics engineering, environment, economics, development, or a closely related field;

Experience:

  • A minimum of 7 years of relevant work experience. Relevant experience can include areas such as designing projects and/or programmes on water resources management, climate change adaptation, working on multi-sectoral initiatives, institutional capacity-building, development planning and budgeting, development management, public administration and related initiatives;

     

Language:

  • Excellent oral and written communication skills in English

Skills

  • Demonstrated knowledge of climate change adaptation and development.

  • Experience working with and delivering support to governments.

  • Experience working in the Philippines in the thematic areas of the assignment is a must.

  • Experience working in capacity building for climate change adaptation will be an asset.

Criteria for selection process:

The offer will evaluated based on the Combined Scoring method – where the qualifications and methodology will be weighted a max. of 70%, and combined with the financial offer which will be weighted a max of 30%.
