Overview :

Signed by 150 government leaders at the 1992 Rio Earth Summit, the Convention on Biological Diversity is dedicated to promoting sustainable development. The Republic of the Philippines has been Party to the Convention on Biological Diversity (CBD) since June 12, 1992.  The Parties to the Convention on Biological Diversity, in 2010 in Nagoya, Japan, adopted the Strategic Plan for Biodiversity 2011-2020 with the purpose of inspiring broad-based action in support of biodiversity over the next decade by all countries and stakeholders. The Strategic Plan is comprised of a shared vision, a mission, strategic goals and 20 ambitious yet achievable targets, collectively known as the Aichi Targets. The Strategic Plan serves as a flexible framework for the establishment of national and regional targets and it promotes the coherent and effective implementation of the three objectives of the Convention on Biological Diversity.  The 20 Aichi Targets are grouped into 5 strategic goals with each goal addressing the different challenges facing biodiversity conservation.

Target 17 obliges all Parties to formulate their national biodiversity strategy and action plans (NBSAP).  The Philippines has achieved this Target and has submitted the Philippine Biodiversity Strategy and Action Plan (PBSAP) 2015-2028 in June 2016.  The Department of Environment and Natural Resources (DENR) has adopted the PBSAP through Administrative Order 2016-143.  Parties are required by Article 26 of the Convention to submit national reports to the Conference of the Parties on measures taken for the implementation of the Convention and their effectiveness in meeting the objectives of the Convention.

The sixth national reports are due by 31 December 2018.  It should provide a final review of progress in the implementation of the Strategic Plan for Biodiversity 2011-2020 and towards the Aichi Biodiversity Targets, including relevant national targets, based on information concerning the implementation of national biodiversity strategies and action plans and other actions taken to implement the Convention. Parties should provide updates since the last national report was submitted. This includes information on new or recently completed actions or efforts, as well as updates on ongoing actions or efforts. It also includes recent changes to the status and trends of biodiversity and to the pressures on it. 

Parties are encouraged to involve relevant stakeholders in the preparation of their national report. This includes national focal points for the Cartagena Protocol on Biosafety and the Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from Their Utilization as well as the national focal points for the biodiversity-related Conventions, the Rio Conventions and other relevant international and regional conventions. Representatives of indigenous peoples and local communities, as well as representatives from relevant sectors, business, civil society organizations and non-governmental organizations should also be involved in the preparation of the national report.

An M&E Specialist-Lead Facilitator will be engaged to obtain/gather all information required in the 6NR that include the following: 

  • Information on the targets being pursued at the national level;

  • Implementation measures taken, assessment of their effectiveness, associated obstacles and scientific and technical needs to achieve national targets;

  • Assessment of progress towards each national target;

  • Description of the national contribution to the achievement of each global Aichi Biodiversity Target;

  • Description of the national contribution to the achievement of the targets of the Global Strategy for Plant Conservation;

  • Additional information on the contribution of indigenous peoples and local communities to the achievement of the Aichi Biodiversity Targets if not captured in the sections above; and

  • Updated biodiversity country profiles.

     

    S/he will also undertake the following tasks in relation to the PBSAP implementation:

  • develop the M&E system for the PBSAP including resources mobilized for the PBSAP implementation

  • accomplish all PBSAP reference indicator sheets

  • revise, as necessary and applicable, PBSAP national targets

  • roll-out the M&E system

  • develop the Terms of Reference of the IT consultant that will be procured to design the PBSAP database system

SCOPE OF WORK

The M&E Specialist-Lead Facilitator will:

  • Develop M&E system for the PBSAP

  • Roll-out M&E system

  • Develop the Terms of Reference of the IT consultant that will be procured to design the PBSAP database system

  • Design the process flow of the following:

  • Experts Group meetings (at least 2)

  • Regional and/or national consultations (8)

The process flow shall contain the proposed program that specifies time allocation for each activity and the outputs desired from each meeting.

  • Lead the facilitation of all regional (Luzon, Visayas, Mindanao) and national (Metro Manila) consultations and experts group meetings

  • Lead assessment/evaluation sessions with project staff and consultants during consultations

  • As needed, further refine the process flow based

  • Accomplish all reference sheets of the Philippine Biodiversity Strategy and Action Plan (PBSAP) indicators

  • Revise relevant Philippine Biodiversity Strategy and Action Plan (PBSAP) targets based on results of expert group meetings and regional/national consultations

  • Attend related project meetings and/or workshops

INSTITUTIONAL ARRANGEMENT

The Project Manager shall directly supervise the M&E Specialist-Lead Facilitator and his/her output shall be approved and accepted by the Biodiversity Management Bureau (BMB).

Based on the table above, outputs will be submitted to UNDP and BMB through the Project Manager in the dates indicated.  Report formats, as applicable, shall be given to the M&E Specialist-Lead Facilitator to guide him/her in producing desired outputs.  S/he is expected to be present in the Expert Group meetings and in the regional (Luzon, Visayas, Mindanao) and national (Metro Manila) consultations and M&E roll-out.

At different points during project implementation, the M&E Specialist-Lead Facilitator is expected to liaise/interact/collaborate/meet with the Project Board, 6NR writer and with stakeholders.  As opportunities arise and as may be needed, s/he may also be in contact with individual local and international experts.

The project staff including other project consultants, as well as, relevant technical staff from the DENR and other national agencies, as necessary, will provide comment on the outputs of the M&E Specialist-Lead Facilitator. Appropriate administrative assistance shall be extended during regional and national consultations and other related meetings/workshops.

 

DURATION OF WORK

The expected duration of work is estimated at 8 person months.  The target date for the start of work is February 15, 2018 and the completion date is December 31, 2018. 

Within 2 weeks of the M&E Specialist-Lead Facilitator’s submission of his/her outputs to the 6NR Project Manager,  and relevant technical BMB and UNDP ISD personnel shall provide their comments.  Should there be further comments, the revised output shall be submitted within a week.  Should there be no comments, the Project Manager shall endorse the M&E Specialist-Lead Facilitator’s output/s for approval by the BMB and UNDP.

 

DUTY STATION

The M&E Specialist-Lead Facilitator is not expected to report on a daily basis to the Project Management Office based in BMB in Quezon City.   S/he shall be notified within a reasonable period of time of pertinent project meetings where his/her presence is necessary.  Likewise, s/he will be informed of the dates and venues of the regional (Luzon, Visayas, Mindanao) and national (Metro Manila) consultations.  All consultation venues will be chosen according to accessibility, availability of appropriate facilities and peace and order.

 

SCHEDULE OF PAYMENT

Only travel expenses to project-related meetings and workshops outside of Metro Manila shall be paid by the Project.

  • First Tranche        10% - Upon signing of contract;
  • Second Trance     10% - Upon submission and acceptance of the Process design for Experts Group meetings and regional and national consultations;
  • Third Tranche      20%  - Upon submission and acceptance of M&E system for Philippine Biodiversity Strategy and Action Plan (PBSAP);
  • Fourth Trance      10% - Upon submission and acceptance of the Accomplished reference sheets of the Philippine Biodiversity Strategy and Action Plan (PBSAP) indicators;
  • Fifth Tranche       10%  - Upon Actual facilitation for at least 2 experts, regional and/or national consultations and M&E roll-out;
  • Sixth Tranche      10% - Upon Actual facilitation for at least 2 experts, regional and/or national consultations and M&E roll-out;
  • Seventh Tranche 10% - Upon Actual facilitation for at least 2 experts, regional and/or national consultations and M&E roll-out;
  • Eight Tranche      10% - Upon Actual facilitation for at least 2 experts, regional and/or national consultations and M&E roll-out;
  • Ninth Tranche      10% - Upon submission and acceptance of the Revised Philippine Biodiversity Strategy and Action Plan (PBSAP) targets .

QUALIFICATIONS

Education:

  • Advanced Degree in social sciences, development management, environmental science, environmental planning, forestry, human ecology, economics or any related fields

Experience:

  • Ateast 5 years of experience in developing M&E systems;

  • Atleast 3 years’ experience in workshop facilitation;

Language:

  • Fluency in both oral and written English

Skills

  • With a good understanding of biodiversity conservation in the Philippines;

  • Familiar in developing M&E systems;

  • Familiar and up-to-date with national and local programs, projects and initiatives on biodiversity conservation and related areas;

  • Experience and proven expertise in writing;

  • Preferably with sufficient knowledge of UNDP and GEF and some level of familiarity with its operations;

  • Very good facilitation skills

 

Criteria for selection process:

The offer will evaluated based on the Combined Scoring method – where the qualifications will be weighted a max. of 70%, and combined with the financial offer which will be weighted a max of 30%.
