Overview :

Expresion of Interest for WASH POOL FUND Consultancy

This Expression of Interest (EOI) is in quest of a local expert or firm, highly knowledgeable in public sector financial management or management of Pool Fund mechanism. Proposals should be submitted to the following address: by email to bids.lr@undp.org (Please include procurement notice number in the subject area) no later than 12: p.m. (GMT), Wednesday, 28th February 2018. Any request for clarification must be sent by standard electronic communication to the address or email indicated above. The project will respond by standard electronic mail and will send written copies of the response, including an explanation of the query without identifying the source of inquiry, to all consultants.    

Water governance in Liberia is currently characterized by multitude of fragmented and uncoordinated responsibilities between different ministries and entities, against a background of gravely inadequate water and sanitation service delivery to both rural and urban communities.  However, a framework for more coherent institutional structure; Water Supply and Sanitation Policy (2009) was approved; which proposes the establishment of the National Water Resources and Sanitation Board (NWRSB) and the National Water Supply and Sanitation Commission (WSSC). The board as recommended in the Water Supply and Sanitation Policy has been established by the Government of Liberia and chaired by the Office of the President of Liberia with the water sector ministries as members.

In 2017, the National Legislature passed into law the Water Supply and Sanitation Commission Act that was submitted to that august body in July 2012. Subsequently, the President of Liberia H.E. Madam Ellen Johnson-Sirleaf in November 2017 signed WSSC Act. The act was immediately printed into hand bills in keeping with the Laws of Liberia and placed into the archive of Ministry of Foreign Affairs, Republic of Lberia. Hence, government and partners jointly developed Liberia WASH Compact under the supervision of Sanitation and Water for All (SWA). That Compact proposed four commitments to be implemented by the government within two years beginning 2012. The commitments are:

1.Establish and strengthen institutional capacity
2.En sure equity and prioritized service provision
3.Develop a monitoring system
4.Improve sector financing mechanism.

Therefore, the government through Ministry of Lands Mines & Energy (MoLME) received limited fund from UNDP to support water governance reforms leading to making operational WSSC. MoLME therefore intends to apply portion of the fund towards the payment of a local consultant to conduct WASH POOL FUND FEASIBILITY STUDY in country. The outcome of the study will inform the government how to proceed either to establish WASH Pool Fund mechanism to improve the sector financing, bring about transparency and accountability in the sector governance. It is also possible for the consultancy to recommend other best financial management that will lead to improved financing mechanism of the sector.
