Overview : REQUEST FOR APPLICATIONS Uganda Small Grants Projects for Development Minerals on Environment, Community, Health & Safety, Enterprise Skills and Geodata Mapping & Reservation Estimation in the Development Minerals Sector ACP-EU Development Minerals Programme Background: The ACP-EU Development Minerals Programme is a three-year, €13.1 million capacity building program that aims to build the profile, and improve the management of Development Minerals (industrial minerals; construction materials; dimension stones; and semi-precious stones). The program is an initiative of the African, Caribbean and Pacific (ACP) Group of States, financed by the European Union and the United Nations Development Programme (UNDP), and implemented by UNDP. In Uganda, the Programme is implemented in partnership with the Ministry of Energy and Mineral Development in Uganda. The mining of Development Minerals has important implications for sustainable development yet have to-date received inadequate attention for their potential to impact livelihoods; and few development Programmes have provided support for this mining sub-sector. Development Minerals provide crucial inputs for domestic economic development (infrastructure, manufacturing, construction and agriculture to name a few) and have the potential to be high value in terms of national development. In comparison to the metals sector, Development Minerals have closer links with the local economy, and have the potential to generate more local jobs, with a greater impact on poverty reduction. This is partly because the sector is dominated by small and medium scale domestic businesses. However, the income generation potential of the sector often remains unrealized or under-realized. This is in part due to the uncertain legal and regulatory framework in which the sector operates and the lack of publicly available and easily accessible geological data, which exacerbates wasteful exploration and discourages investment in the sector. Furthermore, the mining of Development Minerals has significant t social and environmental impacts associated with with consequences on health and safety of workers in the industry; and surrounding communities. The ACP-EU Development Minerals Programme aims to support national efforts to address these challenges through targeted capacity building support to mining sector stakeholders for: i) robust environmental, health & safety practices; ii) improved mining and quarry management; ii) increased and accessible geological data; iv) enhanced enterprise development and management skills and v) effective conflict resolution and community relations. Small Grants Applications: The ACP-EU Development Minerals Programme, in partnership with the Ministry of Energy and Minerals Development, is providing small grants for various regions of Uganda in the thematic areas of 1) Environment; 2) Health and Safety; 3) Enterprise Skills; 4) community relations and conflict resolution and 5) Geodata Mapping and Reserve Estimation. UNDP is now accepting applications for community based projects that cover these thematic areas. Eligibility: Applicants should have participated in at least one of the Training of Trainers Country Training Workshops conducted under the ACP-EU Development Minerals Programme in partnership with the Ministry of Energy and Mineral Development. The proposals should be aligned to Return to Work Plans consistent with their thematic training areas. Selection criteria of candidates | - Relevance of project to the strategic objectives and outcomes of the ACP-EU Development Minerals Programme. (20 Points)
- Community-oriented problem solving; development challenge being addressed; innovative; partnerships and linkages being established; feasibility. (10 Points)
- Sustainability; replicability and degree of up- scalability; inclusiveness etc. (10 Points)
- Clarity of the Project, what will be done, who will do it, when it will be done (beginning, duration, completion), and where it will be done. (10 Points)
- Applicants’/organization capacities – project management experience; participation of local community and key stakeholders, inclusion of women and youth, collaboration with other local projects and programs. (30 Points)
- Robust Monitoring & Evaluation framework. (10 Points)
- Appropriateness and feasibility of budget & corresponding work plan; consistency with budgeting guidelines. (5 Points)
- Co-funding or funds mobilized from other sources. (5 points)
