Overview :

The Policy and Programme Support for the SDGs aims to support the Government of the Philippines (GOP) in the implementation of 2030 Agenda, specifically in the development of policy and planning framework which incorporates the Agenda 2030 and the SDGs, consistent with the commitment to leave no one behind. The project shall facilitate the national discussions and document national process on the mainstreaming of the SDGs in policies and plans. Also, strategic advocacy activities form part of the activities of the Project to engage national and local stakeholders in the SDGs rollout. This project shall also contribute to national presentations and reports to the several regional and global discussions.

The engagement of a Project Coordinator will ensure effective day-to-day operations of the Project and support to the Project Management Team. The Project Coordinator is therefore expected to be able to analyze and interpret the financial rules and regulations of UNDP, and provide solutions to a wide spectrum of complex issues related to procurement, while promoting a collaborative, client-focused, quality and results-oriented service.

Scope of Work

Under the supervision of the UNDP Management Support Unit Team Leader, the Project Manager shall lead the implementation of the “Policy and Programme Support for the SDGs and will be reporting to the Director of the National Economic and Development Authority-Social Development Staff, as the Implementing Partner. The Project Coordinator shall:

                   Project Implementation

  • Manage the conduct of commissioned studies from the development of terms of references (TORs), review of technical proposals and inception reports, overseeing the delivery of consultant outputs, to the SDS commissioned   studies;
  • Implement project deliverables, which includes the conduct of consultations, workshops, implementation of capacity building activities, organization of   consultations, workshops and study visits     to identify existing flagship projects to showcase integration of SDGs and learning visits   to the   selected areas in Luzon, Visayas and Mindanao;
  • Review and assess the training implementation of   SDGs learning modules developed and pilot tested to the staffs of NEDA Region V and NEDA CO for possible replication in other regional/LGUs; and
  • Develop a concept note/project proposal for the next country program.

                     Coordination  functions

  • Prepare the annual work plan, quarter and annual progress reports, and set Project delivery targets;
  • Report periodically to the Project Board on project implementation status, including financial aspects;
  • Manage the Project funds, maintain the financial integrity of the project, and ensure effective use of Project resources;
  • Build and maintain an effective relationship with key partners and stakeholders, and keep NEDA SDS and the UNDP CO informed as appropriate;
  • Supervise the Project team members and provide necessary guidance and coaching. Set annual performance parameters for the Project team, assess their performance and provide feedback; and
  • Identify and collaborate with potential partners to leverage Project funds and results.

 

Undertake any additional tasks as assigned by the direct supervisor.

Expected Outputs and Deliverables

The Project Manager is expected to submit the following:

  • Monthly reports on the progress of the implementation the project activities completed;

  • Quarterly and annual progress reports;

  • Concept note/ 2nd quarter project proposal for the next country program; and

  • TOR and/or Activity Design for and proposals on SDG Advocacy Activities with NEDA Central Office and NEDA Regional Office staffs.

Implementation Arrangements

The Project Coordinator will report directly to the Director of the National Economic and Development Authority-Social Development Staff and to the  UNDP Team leader.

The Project  Coordinator is expected to exercise full compliance with UNDP programming, financial, procurement and administrative rules, regulations, policies and strategies, as well as implementation of the effective internal control systems.

Duration of Work

The work shall be undertaken over 6 months. The schedule of deliverables and duration of work may be revised based on a mutually agreed timetable through an exchange of letters. 

Duty Station

The Project  Coordinator  is expected to report to the UNDP Country Office and to NEDA SDS on an agreed schedule. Travel may be expected and all attendant costs will be covered by the Policy and Programme Support for the SDGs funds.

Payment Schedule

The outputs of the Project Manager shall be submitted to the NEDA SDS Project Director and endorsed to the Team Leader of the Management Support Unit for payment processing on a monthly basis.

QUALIFICATIONS

Education:

  • University degree in economics, development management, statistics, social sciences, or related fields.

Experience:

At least 10 years of relevant experience in development work, which should include project management, knowledge management, and organizational development, more specifically on:

  • Preparation of work plans, budget and TORs of consultants, trainers and subcontractors;

  • Supervision of technical and administrative staff of PMO;

  • Coordination, supervision and guidance of consultants/contractors/partners working under the different components of the projects;

  • Review and provision of technical inputs to reports/documents related to the Projects and SDGs in general;

  • Preparation and dissemination of project reports and other information materials;

  • Arrangement of project review meetings and effective coordination of project activities;

  • Submission of timely and accurate financial reports and progress reports to UNDP and NEDA (as needed);

  • Monitoring, evaluation and management of the progress of project activities and potential risks involved, including remedial action(s) to address project implementation issues/concerns of Projects;

  • Perform other functions that may be assigned from time to time.

 

Previous working experience with a UN agency is an advantage.

 

Language:

  • Fluency in written and spoken English  and Filipino with excellent technical writing skills

 

Criteria for selection process:

The offer will evaluated based on the Combined Scoring method – where the qualifications will be weighted a max. of 70%, and combined with the financial offer which will be weighted a max of 30%.
