| Overview : Background of the Centre The Global Centre for Public Service Excellence (GCPSE) is a unique collaboration between the Government of Singapore and the United Nations Development Programme (UNDP). The leading development agency of the United Nations, UNDP partners countries in strengthening their institutions and supporting democratic governance. Singapore is a global leader in public service excellence, and the country’s achievements provide inspiration for others seeking to build a professional public service with integrity, diversity and a focus on clients and results. Now in its 6th year, the GCPSE is celebrating the achievements of the first 2 project phases (each one 3 years long). In this context GCPSE plans several publications and events that will highlight its work and achievements. Publication on the 2030 Agenda and Public Service GCPSE is working with the Government of Singapore to produce a joint publication that distils’ through human interest stories, the key learning points or principles of effective, efficient and equitable public service in developing countries. The publication is anchored in the 2030 Agenda for Sustainable Development and the 17 Sustainable Development Goals (SDGs). This publication, “Public Service ≥ 2030” (read “2030 and Beyond”), will show how the lives of ordinary people can be dramatically improved by making progress in building an honest, merit-based, responsive, accountable, innovative, motivated, representative and well-led public service. The publication will offer 17 human interest stories of how innovative solutions are impacting people’s lives (organized around the 17 SDGs), with additional content on the work of the Centre and Singapore’s development experience.
The text will be grounded in GCPSE research and diverse practical experiences shared by UNDP Country Offices and their counterparts. It will suggest a range of public service responses, and propose practical policy pathways towards achieving the goals of the 2030 Agenda. UNDP GCPSE, together with the Permanent Mission of the Republic of Singapore (Ministry of Foreign Affairs), is planning to host an official Side Event at the 2018 High Level Political Forum on Sustainable Development (HLPF, see https://sustainabledevelopment.un.org/hlpf/2018) held at the United Nations HQ in New York City in July 2018. As part of the side event, which will feature eminent speakers and representatives of the organising partners), the publication will be released. The official side event at the HLPF is subject to approval by the organisers. Exhibition and Training Programme on the 2030 Agenda and Public Service An additional event (exhibition at an external venue) in New York City is currently being considered. For this exhibition the work of the GCPSE to date should be showcased (i.e. its achievements, examples of its work, significant publications and events). Together with partner organisations (such as UNESCO, OECD and the Centre for Public Service Innovation), the GCPSE submitted a proposal for a 3 hour training programme on “Strategic Foresight and the 2030 Agenda” to be held at the SDGs Learning, Training and Practice event (see https://sustainabledevelopment.un.org/hlpf/2018/SDGsLearning) organized by the UN Department of Economic and Social Affairs (UN DESA) and the United Nations Institute for Training and Research (UNITAR). The realization of the programme is subject to acceptance by the organisers. The GCPSE is therefore requesting proposals for support with publishing and communication activities related to the above activities. This support would draw on the content of GCPSE’s existing and upcoming publications as well as the competencies and expertise of its staff.
