Duty Station:  Home-based with travel to DSM & Zanzibar (Project sites)

Period of assignment/services: 45 Working days spread over the period from April to December 2018

Description of the assignment: The United Nations Development Programme (UNDP) in Tanzania in collaboration with the Ministry of Agriculture, Natural Resources, Livestock & Fisheries (MANRLF) in Zanzibar are in the process of formulating a full-sized UNDP/GEF project on Safeguarding Zanzibar’s Forest and Coastal Habitats for Multiple Benefits. In this context, UNDP is seeking the services of a national expert on policies and institutional capacities related to Natural Resource Management (NRM).

Under the direction of the overall Team Leader (international NRM Expert), the Policy and Institutional Capacity Expert will act as Deputy Team Leader and will coordinate the efforts of the national consultants to ensure timely and quality delivery of their tasks including collection and analysis of information required for the formulation of the project document (ProDoc).  The Policy and Institutional Capacity Expert will conduct a review of relevant national policy and legislative frameworks as well as institutional capacities using a combination of desktop studies and interviews.

Description of Responsibilities (scope of the work)

The Policy and Institutional Capacity Expert is expected to ensure the delivery of the following:

  1. Preparatory Technical Studies and Reviews (Component A): Prepare inputs and support the required analyses/studies, as agreed with the Team Leader, including:

    1. Review of national policy and legislative frameworks (including policies, regulations, strategies and action plans), mandates, institutional capacities and coordination mechanisms for effective landscape planning, biodiversity management, climate change adaptation and mitigation, and development of recommendations to address gaps to establish improved enabling conditions for effective biodiversity and ecosystem management of key forest and coastal habitats on Zanzibar.

    2. Compilation and analysis of existing management plans for key biodiversity areas, including strengths and weaknesses.

    3. Provide inputs as required to score existing capacities for biodiversity conservation, sustainable land management (SLM) and protected area (PA) management, using the appropriate GEF Tracking Tools and Capacity Development Scorecards.

    4. Support the completion of any additional studies that are determined to be needed for the preparation of the ProDoc and all other final outputs, including biodiversity and socio-economic assessments, feasibility assessment for alternative income generating activities, gender and stakeholder analysis.

  2. Formulation of the ProDoc, CEO Endorsement Request and Mandatory and Project Specific Annexes (Component B): Prepare inputs and support the development of final PPG deliverables, as agreed with the PPG Team Leader.

  3. Validation Workshop (Component C):

    1. Contribute to the convening and arrangements for the validation workshop; and

    2. Support all necessary revisions that arise during the workshop, as appropriate.

  4. Final Deliverables:

    1. Detailed review of existing enabling frameworks and capacities for effective management of key forest and coastal habitats on Zanzibar.

    2. Final ProDoc.

Proposed time schedule for deliverables: This will be discussed and coordinated closely between the lead consultant and the client however, the first draft of the UNDP Project Document and accompanying GEF CEO Endorsement is due no later than December 2018.  The final deliverable should be in November 2018 following stakeholder validation workshop.
